Proposed resolution (February, 2012):
Change 14.5 [except.spec] paragraph 2 as follows:
...A type denoted in anexception-specification shall notdenote an incomplete typeor an rvalue reference type. Atype denoted in anexception-specification shall not denote apointer or reference...
The types that may appear in anexception-specification(14.5 [except.spec] paragraph 2) include rvalue reference types,although they are excluded as handler types (14.4 [except.handle] paragraph 1). This appears to have been an oversight.
