The establishment of DepED Regional Office 02, Cagayan Valley Region traces its early beginnings when it conformed to the Integrated Reorganization Plan of the government mandated by Proclamation No. 1081 in September 24, 1972. In 1975, a massive reorganization was implemented. Thirteen regional offices were created including Cagayan Valley Region or Region 02.
In July 4, 1975, DECS Regional Office 02 started its Office at Cagayan High School, Caritan Centro, Tuguegarao, Cagayan now Cagayan National High School, Tuguegarao City. The old Administration Building was the first seat of office.
In 1983, the resolution passed by the Regional Government Council (RGC) led by Assemblyman Antonio Carag, a portion of lot measuring 28, 596 square meters was awarded to the ministry located along national road at Carig Sur, Tuguegarao, Cagayan through Mrs. Magdalena P. Castillo, the incumbent director.
In April 23, 1984, the building was inaugurated by Secretary Jaime T. Laya. Thus, the seat of Office was transferred from Cagayan National High School to its new Office, Regional Government Center, Maharlika Highway, Carig Sur, Tuguegarao, Cagayan.
Pursuant to RA 4695 Ifugao and Kalinga Apayao was once under the jurisdiction of Cagayan Valley from 1966. When the decentralization was implemented these two were under the supervision of DEC in 1975 and were only separated in 1987 by virtue of EO 220, these became provinces of the Cordillera Administrative Region (CAR) under the administration of Pres. Corazon C. Aquino.
In 1994 in consonance to RA 7722, the Commission on Higher Education was created. The Tertiary Education Division practically was transferred to this Office.
By virtue of RA 7796 also of the same year, Technical Education Skills and Development Authority (TESDA) was created transferring the Technical Vocational Division personnel also to pioneer this Office.
In August 2001, conformably to RA 9155, DECS was renamed into DepED, still under the old structure, Elementary Division, Secondary Division, Alternative learning System, Physical Education and School Sports Division, and Accounting, Budget and Finance.
In 2013, Rationalization -orientation had started. And in 2015, by virtue of DO No. 2, s. 2013, re New Organizational Structures of the Central, Regional, and Schools Division Offices of the Department of Education was in place. Created Offices are Office of the Regional Director (ORD), Curriculum and Learning Management Division (CLMD), Quality Assurance Division QAD, Education Support Services Division (ESSD) Policy, Planning and Research Division (PPRD), Field and Technical Assistance Division (FTAD) Administrative Division (AD), Human Resource Development Division (HRDD)
DepED Region 02 has nine field offices, the School Division Offices (SDOs), five provinces and four cities namely: Batanes, Cagayan, Isabela, Nueva Vizcaya, Quirino and the cities of Cauayan City, Ilagan City, Santiago City and Tuguegarao City each headed by Schools Division Superintendent.
