Burnaby Terminal Today

The end point of the Trans MountainPipeline System, Burnaby Terminal serves as a local distribution point forcrude oil and refined products to local terminals, the local Chevron refineryand the Westridge Marine Terminal. Burnaby Terminal facilities include 13 tanks with floating roofs, six of which have additional domedroofs. The terminal has a 1.6-m bbl storage capacity and secondary and tertiarycontainment.

The tanks are paintedgreen to minimize appearance on the landscape. Burnaby Terminal is alsoequipped with odour mitigationequipment, and fire protection and emergency responseequipment. The existing pipelines and piping include a 24-inch pipeline fromStrathcona County, a 24-inch pipeline to Westridge Marine Terminal, manifold andmetering equipment, water treatment facilities and maintenance buildings andoffices.

The BurnabyTerminal will require expansion within the existing property and new facilitieswill include a total of 26 tanks, some with combined secondary containment anda pre-existing tertiary containment system.

Based in part onthe results of the ongoing risk assessment, Trans Mountain has refined theBurnaby Terminal plan to include a reduced maximum of two tanks in the combinedsecondary containment area where there were formerly three, which slightlyreduces overall proposed storage capacity.

The terminal expansion would include demolition of one existing storage tank andconstruction of 14 new tanks. All new tanks will have steel floating roofs withseals and fixed roofs. Additionalchanges will ensure continued facility safety and include full-surface fire-protectionsystems and odour abatement equipment on all new tanks.

The expansion would also include an enhancedstormwater treatment system; require earthworks andinstallation of foundations for new tanks along with piles to support newmanifold infrastructure. Tank colour will be determined with public input(lighter colours reduce emissions).

Changes also include relocation of existing delivery pipelines at theterminal to accommodate the expansion and installation of a newsubstation and connection to the existing electrical grid. With the proposed expansion, the pipelines and piping will include anew 36-inch pipeline from Strathcona County.

A tunnel runningdirectly between Burnaby Terminal and Westridge Marine Terminal will be designedfor two new 30-inch Westridge Delivery Pipelines, which is preferred over theoriginal proposed routing through streets. A result of input and feedbackreceived during engagement, the tunnel will avoid construction throughresidential neighbourhoods. The portals on existing Trans Mountain facilitieswill reduce construction impact to neighbours.

The existing 24-inch Westridge Delivery Pipelinewill be moved to the tunnel, subject to separate regulatory application and allapproval. The alternate corridor through city streets will remain untilapproval is received and detailed engineering design and construction plans arecompleted. The piping will connect tanks to pipelines via valve manifolds withadditional mechanical and pump equipment, and electrical and instrumentation. Theproposed expansion will also incorporate sophisticated shut-down systems andother instrumentation.
