Constructed to mark the 20th anniversary of Turkmenistan's independence, the Monument of the Constitution was opened in a spectacular ceremony on May 18, 2011. The entrance to the monument, built on a total area of 119,600 m2, passes through a ceremonial area. This entrance, which is surrounded by decorative pools and green areas, also has 10 stylized sculptures of soldiers, each standing at a height of 12 meters.

The monument, including its platform, is 185 meters tall and consists of a 27 meter tall base in the shape of an eight-pointed Turkmen star, rising in three pyramidal layers at the center, from which rises a 91 meter-tall tower. These measurements represent two dates: 27.10.1991, the date upon which Turkmenistan's independence was proclaimed; and 18.05.1992, the date upon which Turkmenistan’s constitution was adopted. The height of the tower, which is crowned with a crescent and five stars, also represents the 185 countries that have recognized Turkmenistan’s position of neutrality. Each side of the tower is decorated with carpet patterns, the symbols of the 5 provinces of Turkmenistan, signifying the unity and solidarity of the Turkmen people.

The Monument of the Constitution has 5 floors in the main body and 15 floors in the tower, including meeting and conference rooms, recreational areas, a museum displaying the historical wealth of the Turkmen people, reading rooms and two observation terraces.
