2003-04 and Beyond

An "economically disadvantaged" student is a student who is a member of a household that meets the income eligibility guidelines for free or reduced-price meals (less than or equal to 185% of Federal Poverty Guidelines) under the National School Lunch Program(NSLP). Districts are permitted to use their best local source of information about the economic status of individual students consistent with the DPI definition above. In the absence of reliable student-level NSLP meals eligibility data, districts might want to consider using available county data, scholarship information, post-secondary options information, etc. Status codes must be reported whether or not the district participates in the National School Lunch Program.

CHANGES: 'Y' will not longer be a valid code beginning with 2005-06 ISES Year End records and 2006-07 ISES Count Date records.

Participation in need-based programs is acceptable evidence of economically disadvantaged status if need is based on a household income standard at or below the income eligiblity guidelines for reduced-price lunch under NSLP. Economically disadvantaged - NSLP or alternative mechanismYStudent meets any of the above criteria. This reporting category should be used if more convenient than the other categories.

This option will not be valid beginning with 2005-06 Year End records or 2006-07 Count Date records.
Not economically disadvantagedNStudent's household income is above the income eligiblity guidelines for reduced-price lunch under NSLP.

USES: Economically disadvantaged status will be used for disaggregated reporting and accountability purposes including ESEA Report Card and Adequate Yearly Progress. For 2003-04, this data element will be required for all students who completed or were expected to complete the school term at a school in your district including dropouts, high school completers, and as well as other students. Beginning in 2004-05, this data element will be required for all individual students by school of enrollment because it will be used in the disaggregation of 2004-05 enrollment and attendance data by school and by economic status. Students with F, R, A, or Y codes will be counted as economically disadvantaged.

ANSWERS TO QUESTIONS ABOUT ECONOMICALLY DISADVANTAGED STATUS

  1. Economically Disadvantaged Status is determined as of a specific date. For ISES count date records, that date is the count date. For ISES year end records, that date is the exit date from the school or the end of the school term whichever occurs first. Codes provided should be based on the most accurate information available about the student's status on that date.
  2. In some cases, more accurate information about a student's economic status on a September count date becomes available in NSLP applications processed in late September or October. Information in these applications might be used in determining the code to report for the September count date. So students might be coded as "A" who were not "eligible for free or reduced-price lunch" on the September count date if evidence exists that the student's household income as of the count date was at or below the income eligibility guidelines for reduced-price meals under NSLP.
  3. Schools covered byalternative Provisions to NSLP requirements for annual determinations of eligibility for free and reduced price meals may not have approved annual applications or direct certification for individual students. In these cases, use codes A and N as appropriate.
