WASHINGTON: Two suspected
Libyan agents were cxpected to be
charged yesterday with the 1988
bombing of Pan Am flight 103 in
which 270 people were killed.
The first criminal charges stemming
from the bombing on December 21,
1988, were set to be announced by
United States and Scottish authorities,
a US Administration official said.
All 259 people on board the plane
and 11 people on the ground in Lock
erbie, Scotland, were killed.
The Justice Department said on
Wednesday that it would hold a news
conference yesterday morning to dis
cuss an indictment in a criminal case,
but gave no further details.
Among those scheduled to attend
were the acting US Attorney-General,
William Barr.
The Administration official said the
Libyan suspccts were not in custody
and did not know what action might
be undertaken to apprehend them so
they could stand trial.
The US intelligence community's
working hypothesis has been that the
attack was a joint project involving
Iran, Syria and Libya. All three coun
tries have denied involvement.
According to one theory, Iran con
tracted out the bombing to retaliate for
the US Navy's downing of an Iranian
airliner over the Straits of Hormuz on
July 3, 1988. All 290 people on board
the aircraft were killed.
The recently retired director of the
Central Intelligence Agency, William
Webster, said on May 31 that "there
were lots of players not necessarily
coordinated" involved.
US officials had indicated that Lib
yan operatives alone were likely to be
charged on the grounds that they alone
could be convicted of smuggling the
bomb aboard Flight 103.
Many of the Pan Am families be
lieve the Justice Department is white
washing Syria and Iran to avoid
possible disruption of improving US
relations with them.
US investigators are still convinced
that a Syrian-sponsored guerrilla
group, the Popular Front for the Liber
ation of Palestine-General Command,
was planning to carry out the attack,
but backed off at the last minute be
cause of a raid by police on its West
German cell in October, 1988.
White House Chief of Staff John
Sununu said late on Wednesday that
news reports that Libyans were to be
indicted yesterday were "pretty close
to the mark". '
