TheShadow Proclamation was, according to theTenth Doctor, the "Outer Space Police". (TV:The Stolen Earth) It was atreaty (PROSE:Doctor Who: The Encyclopedia[+]Loading...["Doctor Who: The Encyclopedia (2007 reference book)"]) orFederation between various interplanetary races andempires, based upon mutually acceptedrules and treaties. Their responsibilities included upholdingGalactic Law, (COMIC:The Great Rain Robbery) although their jurisdiction may have been broader as they once planned to declare war "right across the universe" in response to thetheft of twenty seven planets. TheShadow Proclamation was situated on threeasteroids, linked together by bridges, from which they planned their moves. (TV:The Stolen Earth)

Each asteroid had distinct towers on them lit up by bright aqua lighting, but at some point, the lighting was changed to a darker yellow lighting. (TV:The Magician's Apprentice)

The Shadow Proclamation had several conventions and treaties including 2366specific articles: (PROSE:I Am the Doctor)

Article 15 said thatmurder was not a rule ofwar. (PROSE:Diamond Dogs) There are also protocols 15P and 6 (The Star Beast)

Convention 15 dealt with the cessation of hostile actions in order to parley. (TV:Rose,PROSE:Peacemaker)

Article 29.8 banned the use and creation ofGelem warriors. (PROSE:Ghosts of India)

Clause 374 of the Shadow Proclamation stated that "theft of an artefact of great cultural value legitimises the use of lethal force to ensure the artefact's recovery". (PROSE:The Colour of Darkness)

According to Shadow Proclamation, "Any legitimatetrial form may be used in a Shadow Proclamation hearing". When the requested form of trial was impossible, form reverted to Shadow Proclamation standard. A maximum of two legal requests were allowed. Examples included trial by a jury of peers being a legal standard of 298 member planets and 39761 affiliated worlds and innocent until proven guilty a legal standard of 87 member planets and 12932 affiliated worlds. By one historical account, the Shadow Proclamation arose as a means of policing and regulating the manyempires and interstellar dominions that arose inMutter's Spiral. While some races refused to recognise or sign up to its mandates, the Shadow Proclamation went on to have considerable influence. (PROSE:The Whoniverse) The Proclamation had nearly forty thousand worlds under their jurisdiction.The Doctor maintained a frosty relationship with the Shadow Proclamation, theTime Lord viewing law a fragile concept while the Proclamation themselves viewed the Doctor as a reminder ofthe time when the Time Lords had dictated law in the universe. WhenBubastion was tricked into murdering an innocent man in ancientEgypt, he was sealed in the body of acat for failing to protect humanity, as per the Shadow Proclamation. TheTenth Doctor suggested reciting certain parts of the Proclamation would give him power over Bubastion. (COMIC:Agent Provocateur)

On discovering that aliens were at work in1st centuryPompeii, the Tenth Doctor demanded that the alien identify its place of origin and species designation "according to the universal ratification of the Shadow Proclamation". (TV:The Fires of Pompeii)

TheNinth Doctor invokedConvention 15 when he requested parlay with theNestene Consciousness during itsinvasion of Earth inMarch2005. (TV:Rose)

In2006Rose Tyler made mention ofArticle 15 of the Shadow Proclamation while attempting to threaten theSycorax Leader during theirinvasion of Earth. (TV:The Christmas Invasion)

In2008 theEleventh Doctor invoked theArticle 57 of the Shadow Proclamation when he communicated with theAtraxi and ordered them to return to Earth after they decided the destruction of planetEarth in order to killPrisoner Zero. (TV:The Eleventh Hour)

According to the Tenth Doctor, the breeding ofAdipose children on Earth in the2000s[nb 1] was a violation of galactic law since the "seeding" ofLevel 5 planets was prohibited.Miss Foster, the being in charge of the breeding program, was concerned that the Doctor had alerted the Shadow Proclamation to her activities. (TV:Partners in Crime) TheAdiposian First Family, who were behind the breeding program, were later arrested and their children were taken into the custody of the Proclamation. The Tenth Doctor andDonna Noble visited the Shadow Proclamation to alert them to the Earth's disappearance. The Proclamation was already aware of its disappearance along with 24 of the26 other worlds. TheShadow Architect, according to the Strictures of the Shadow Proclamation, had to seize the Doctor's transport and technology because she wanted him to lead a battle across the universe. The Shadow Architect commanded the Doctor "by the Holy Writ of the Shadow Proclamation" to stop from leaving the planet. (TV:The Stolen Earth)

The Tenth Doctor brought theCran Movement, a race who had tried to steal Earth's clouds, to be imprisoned by the Shadow Proclamation. (COMIC:The Great Rain Robbery)

WhenSarah Jane Smith was transported to theKrulius' home planet, she left a signal behind her with thesonic lipstick.Mr Smith was able to contact the Shadow Proclamation with their co-ordinates, and a team of Judoon were dispatched to apprehend the Krulius (COMIC:Monster Hunt)

In the57th century the Shadow Proclamation had recently bought Earth from its owner and made it independent again. (AUDIO:The End)

OnGalen, the Ninth Doctor invokedArticle 27 to requisitionAdriana Jarsdel's recording equipment, including her cyber-augmented assistant, who'd recorded an event the Doctor wished to review. (AUDIO:The Bleeding Heart)

Following an incident in which the Tenth Doctor interfered with "afixed point in time", specifically events surrounding a film studio inLos Angeles after he saved the life of someone who had been fated to die, (COMIC:Silver Scream) the Shadow Proclamation apprehended the Doctor and put him on trial. An enemy of the Doctor's,Lucas Finch, served as the prosecutor. The Shadow Architect found the Doctor guilty and sentenced him to life imprisonment. After it was revealed that the trial was a set up, the Doctor was freed, and the actions of the OgronBrarshak in protecting the Shadow Architect allowed theOgrons to join the Shadow Proclamation as apolice force. The Shadow Proclamation shut down theRigel 77 prison centre with troops because of its violent nature. (PROSE:The Undertaker's Gift)
