In the aftermath of theBattle of Jakku, a majorremnant of theGalactic Empire that secretly regrouped in theUnknown Regions commanded byGrand AdmiralRae Sloane, and would go on to form the basis of themilitary of theFirst Order. Its creation was planned outdecades in advance as part ofDarth Sidious'Contingency plan, which called for key assets and personnel to flee into the Unknown Regions and the other portion of the Empire to be destroyed. The seeds for a Imperial resurgence were laid in the Unknown Regions, which had been secretly been explored and prepared by the Galactic Empire.
After Sidious'death at theBattle of Endor in4 ABY, the Contingency, led by theEmperor's protégé,Gallius Rax, began to make preparations for the exodus to the Unknown Regions. Rax gathered the majority of theImperial Navy atJakku, with the intent of luring theNew Republic into a trap and destroying both forces.
However, Rax was killed by Sloane during the Battle of Jakku, and, urged on by the dying Rax, who anointed her as his successor, went into hiding with surviving Imperialships, along with other select personnel, into the Unknown Regions to regroup and rebuild a new Empire. In21 ABY, the remnant had reformed into theFirst Order, afascist military junta intent on destroying the New Republic. The First Order was itself destroyed in a series ofuprisings in35 ABY.

Darth Sidious had planned for decades for a force of Imperial loyalists to escape to the Unknown Regions following his death.
In19 BBY,Darth Sidiousdeclared a newGalactic Empire to reign overthe galaxy.[5] In order to prepare for the event of hisdeath, Sidious arranged aContingency plan which would allow him to attempt to regain power.[1] The Contingency called for theEmperor's protégé,Gallius Rax, to destroy the weaker elements of the Empire and then retreat to theUnknown Regions.[2] In order to prepare, theSith Lord seeded the Unknown Regions withshipyards,laboratories and storehouses, a massive undertaking that had takendecades to prepare. This effort had been made known only to Sidious' elect. In addition to the infrastructure,[7]hyperspace routes[8] and secretly chartedplanets were prepared.[1]
Immediately after Sidious' death at theBattle of Endor[1] in4 ABY,[5] his Contingency plan was set in motion.Counselor Rax, thede facto leader of the Galactic Empire, attempted to gather as many Imperials as he could atJakku,[2] and succeeded in gathering the bulk of theImperial Navy there,[9] with the goal of destroying as many of the Imperial andNew Republic forces as possible.[6]

Grand Admiral Rae Sloane went into hiding in the Unknown Regions.
The death of Rax at theBattle of Jakku in[6]5 ABY[5] caused command of the Imperial loyalist forces[10] to fall toGrand AdmiralRae Sloane.[6] With the Empire's defeat by the New Republic onJakku, Imperial officials andwarships from the Imperial fleet[4] were forced to retreat[11] into thegalaxy's Unknown Regions, which the Empire had been secretly exploring[4] per the Emperor's Contingency.[9] Sloane, along with other Imperial leaders such asCommandantBrendol Hux,[6] led these formerImperial officers,nobles,technologists,[12]warlords, andfleets[4] in forming a major remnant of the Empire within the Unknown Regions,[6] unwittingly fulfilling Sidious' Contingency plan by creating a secret foothold in the Unknown Regions.[1]
The loss of so many promisingofficers to the Unknown Regions was a factor inGrand VizierMas Amedda's decision to formallysurrender[2] the Empire to the New Republic and sign theGalactic Concordance,[1] which dissolved the Imperial government and reduced the Empire to arump state in the inner systems.[12][6] In addition to the innersystems' remnant, a wide array of other remnants that refused to follow the terms of the Galactic Concordance sprung up in the known galaxy, such asGideon's Imperial remnant,Gilad Pellaeon's delegation and theMorak Imperial remnants.[6]Grand MoffRandd also led anImperial remnant in the Unknown RegionsQueluhan Nebula, where he had command of several Star Destroyers.[13]
Having rendezvoused with theEclipse and anyone who had already reached it in the months after the Battle of Jakku,[2] Sloane and Hux were key figures in the creation of this new regime. Sloane, in particular, was more responsible for continuing Imperial ideology foreword than any other person. They ensured that it would be built along Imperial lines while they also strove to avoid the same mistakes, which set them on a path towardNeo-Imperialism. The New Republic remained unaware of the remnant in the Unknown Regions,[6] despite rumors of an Imperial-inspired threat in the Unknown Regions.[14]
Taming the Unknown[]

Without the hyperspace routes created by the Attendants, the Imperial survivors would have perished in the Unknown Regions.
From 5 to15 ABY,[15] the remnant tamed the Unknown Regions[1] as it colonized the vast swathes of unexploredspace.[4] Followingyears of hardship in the wilderness of the Unknown Regions, travelling through barely mappedstar systems, the remnant eventually found secure footing inplanets that had previously been secretly charted by the Empire.[1] The knowledge ofGrand AdmiralMitth'raw'nuruodo "Thrawn,"[2] aChissnative to the Unknown Regions,[16] as well as the aid ofhyperspace routs charted by theAttendants,[8] helped the Empire chart the Unknown Regions to be used as a haven for the former Imperials.[2] Without the aid of the hyperspace routes created by the Attendants, the Imperial survivors would have perished in the wilds of the Unknown Regions. In addition to navigational aid, the remnant met secret Imperial reinforcements[9] that had been previously seeded there by the Emperor.[7]
The security of the Unknown Regions allowed the remnant to grow overtime.[6] Hidden behind the veil of the Unknown Regions[8] and thus far from the prying eyes of the New Republic,[4] they plotted their return to power, and began a movement to rebuild theirarmies and fleets in secret,[12] funded by major corporations and using hidden shipyards. In particular, theVulpinus Nebula was used by Imperial survivors has a haven for decades after the fall of the Empire.[1]
Alliance with the CSA[]

By21 ABY,[5] a covert partnership was formed between the Unknown Regions Imperial remnant and theCorporate Sector Authority theNew Republic Era. Cooperation with the CSA provided secret funding to the remnant, and its leadership assignedHigh ColonelEnric Pryde to work with the company. A formercaptain in the Imperial Navy, Pryde survived the Battle of Jakku and worked toward the restoration of the Galactic Empire, although he regarded his mission with the CSA beneath anofficer of hisrank. Thecode name Steadfast was assigned to him in order to maintain the secrecy of the remnant's connection to the CSA.[3]
In 21 ABY,[5] theSith Eternalcult instructed theJedi hunterOchi ofBestoon to seek out their agent, Steadfast, for assistance in the search forRey, thegranddaughter of theDark Lord of the SithDarth Sidious. Contemptuous of his mission with the CSA and the quality of theirparamilitary, the highcolonel obliged Ochi's request, granting the hunter acompany ofCSA troopers despite objections from his second-in-command,ViceprexCoromun.[3] Later that year,[5] theFirst Order, a military junta[18] and successor state to the Empire, was formed[5] by the Unknown Regions Imperial remnant.[6] Its military wing was formed out of elements of the Unknown Regions Imperial remnant.[9]

The First Order sought to rebuild the Galactic Empire as envisioned by its forebears.
The Unknown Regions was a successful hiding place for theFirst Order military, which was able to gather its strength without being noticed by the New Republic.[20] TheFirst Order eventually succeeded in conquering vast territories in the galaxy by34 ABY[5] but was eventually destroyed in a series ofuprisings following theResistance's victory at theBattle of Exegol[21] in35 ABY.[5]
