At the end of theClone Wars, theGalactic Empire claimed andoccupied theOuter RimplanetUtapau.
Prelude[]
Towards the end of theClone Wars, theConfederacy of Independent Systems made use of[5] theOuter Rimplanet[4]Utapau as a hidden base,oppressing the nativeUtapauns—Utai andPau'ans—under a military occupation.[5] An underground[8]Utapaun resistance emerged in thattime[1] and waited for a chance to strike. AsJedi GeneralObi-Wan Kenobi arrived on Utapau in search ofGeneralGrievous, he urgedPort AdministratorTion Medon to deploy the resistance. In the ensuingBattle of Utapau,[5] the resistance joined[1] the7th Sky Corps[5] in fighting off the Separatist occupation.[1]

Clone troopers assumed control over Utapau immediately after working to liberate it from the Separatists.
With the war's end, however, theclone troopers of theRepublic Military were turned against theJedi Order bySupreme ChancellorSheev Palpatine, who longed to turn the Republic into theGalactic Empire and issuedOrder 66 as the Battle of Utapau still raged. After firing on Kenobi[5] and shortly after the world's liberation from the Confederacy, theclones turned on the native Utapauns in what was considered one of the most bitter twists of the entire Clone Wars. Beginning an occupation of their own[1] even as the Republic still existed in a legal sense,[5] the clones shut down and arrested members of the Utapaun resistance, including Medon.[1] With thefinal transformation of the Republic into the Empire on Palpatine's order,[5] the Empire claimed Utapau as its territory and[1] continued the[5] occupation effort[1] started by the clones.[5]
The decision on whether or not to formally join the Empire came down to Utapau'ssentorial representative,Daho Sejan, who believed the regime could not be defeated and thus signed over the world to the Empire.[7] After the Empire took over, much of thePau'an population left the planet and settled in other areas ofthe galaxy. The Empire set up fortifications across Utapau that guarded thesinkholes where many of the residents of the planet lived.[4] While much of the Utapaun population who remained on world hated Sejan for his role in surrendering the planet, he believed he had given them a future and kept them alive.[7]
