Marc Armand OuelletPSS (born 8 June 1944) is a Canadianprelate of theCatholic Church. He has been the prefect of theCongregation for Bishops and president of thePontifical Commission for Latin America since his appointment byPope Benedict XVI on 30 June 2010.[1]
He wasArchbishop of Quebec andPrimate of Canada from 2003 to 2010. He was made acardinal byPope John Paul II on 21 October 2003.
