Xavier, of course, has one of the most powerful minds in comics, combining genius-level intellect with Omega-level telepathic powers.
However, as not all characters are created equal, specific telepaths rank above the rest when factoring smarts into the equation. Therefore, rankings refer to the intelligence power category metric inThe Official Handbook of the Universe. Additionally omitted are Marvel characters permanently categorized as "omniscient" as intelligence is hardly relative to being with limitless knowledge.
Emma Frost

Emma Frost was one of three children born to mercantile-class English colonists in the 17th century. This brilliant and ruthless White Queen of the Hellfire Club flourishes in the New World, accruing four centuries' worth of knowledge and an unmatched understanding of anything business-related. Highly skilled in electronic scientific theories, especially the combination of electronics and psionics, and a qualified sexual therapist, Frost became the youngest ever CEO of the multi-billion-dollar corporation Frost International.

Throughout the lifespan of the United States, Frost would tactfully combine shrewd business savvy with cunning determination and her prodigious Omega-level telepathic talents to advance her cause. Although initially, Frost would be an enemy to the X-Men, she would become a staunch ally, proving that the Ice Princess is more than simply aesthetics.
Mr. Sinister

A member of the British Royal Society, Nathaniel Essex is born in Victorian-era London with a genius-level intellect, earning a Ph.D. and MD in biology and genetics. Collaborating with the High Evolutionary, Essex displays considerable expertise in cybernetics, robotics, and computers, ultimately drawing the attention of the External Apocalypse, who would enhance Essex using Celestial technology, creating his prelate Mr. Sinister.
The world's foremost geneticist and amorally deplorable Marvel Comics villain, Sinister is widely considered to be the leading authority on mutants and mutant genetics, along with Professor Xavier. In addition, Sinister is one of the most potent telepaths on Earth, capable of telepathic blasts, protective mental shields, mind control, and more. This diabolical combination of smarts and hunger makes Mr. Sinister a formidable adversary.
Professor Xavier

Since birth, an Omega-level telepath, Charles Francis Xavier, will found The Xavier Institute for the Gifted and become Professor Xavier, an integral part of the Marvel landscape. In addition to being among the world's most prodigious telepaths, Xavier earned a Ph.D. in genetics, biophysics, psychology, anthropology, and MD in psychiatry. Legion

The son of Charles Xavier and Gabrielle Haller, Legion is an Omega-level telepath with nearly unlimited power, born with the mutant ability to create mutations with various capacities based on need spontaneously. Then, in response to internal or external events, he makes an "alter personality" to govern whatever new mutation is spontaneously born.
Legion's upper limits are virtually limitless, having already manifested innumerable telepathic alters, including the omniscient Personality #1012 Delphic. Legion is only limited by self-doubt, which correlates with control over his primary personality. However, though Legion continues to progress in mental stability control, he will always be viewed with caution due to his ability to warp reality and never remember it happened.
MODOK

Skilled technician George Tarleton joins Advanced Idea Mechanics (AIM), hoping to help create the Cosmic Cube. Instead, the Scientist Supreme forces Tarleton into the Alteration Chamber, and he emerges a super-genius dubbed the Mental Organism Designed Only for Computing or MODOC. He would finally enact his revenge using this vast intellect, usurping control of AIM and renaming himself MODOK, Mental Organism Designed Only for Killing.

Proving a worthy adversary for the Avengers and Fantastic Four, MODOK would infamously craft the Doomsday Chair to house his massive cranium when his body couldn't support the weight. Then, not just form, the Chair could fire fatal psi blasts, broadcast telepathic orders, and amplify MODOK's already considerable psionic abilities.
Kid Omega

Quintavius Quire, more recognizable by the code name Kid Omega, was a longtime point of contention for Marvel's various 'X' mutants, eventually maturing to become a full-fledged member of X-Force. Omega is said to possess a super-genius mind rivaling the most robust on the planet, augmented by his mutant psychic intelligence, allowing him to "think ten million bright thoughts per second," according to Emma Frost.
As his code name implies, Omega is an Omega-level mutant among the most formidable telepaths in the Marvel Universe. Deemed worthy as an avatar and eventual host for the cosmic Phoenix Force, there is scant much regarding telepathy Omega cannot do, and he certainly has no reservations about letting everyone know about it.
Apocalypse

Imposing External Ruler, En Sabah Nur will be further enhanced by Celestial technology after acquiring the Techno-Organic Virus or TOV, becoming an accomplished super-genius specializing in genetic engineering and mutation. Apocalypse's advancements include the creation of an advanced teleportation device and discerning the time-space continuum, proving himself fit to rule.

A formidable tactician and powerful telepath, Apocalypse can telepathically communicate with any External on a planet and exhibits comprehensive cyberpathy after infection with TOV. As a result, Apocalypse consistently disproves doubts about his apocalyptic smarts and formidable psionic powers without needing to use his potent mind manipulation abilities.
High Evolutionary

Renowned theoretician Herbert Wyndham would come to admire the work done by Dr. Nathaniel Essex in the areas of biology and genetics. After Inhuman intervention, Wyndham's work in genetics produces the New Men and the hero fans hope to seein the MCU, Jessica Drew, aka Spider-Woman. Shortly afterward, Wyndham constructs his masterwork, the Evolutionary Accelerator Machine, allowing him to evolve his mind beyond superhuman intelligence, eventually incorporating the 'Evolutionizer' into his combat exoskeleton armor, becoming the High Evolutionary.
The High Evolutionary possesses comprehensive scientific knowledge with specializations in genetics and engineering, allowing him to create 'Counter-Earth,' a duplicate of Earth sans its mass, using the Infinity Stones. Additionally, the Evolutionary demonstrates powerful telepathic abilities such as astral projection, erection of force fields, and mental camouflage capable of encompassing entire worlds, showcasing qualities befitting one of the smartest telepaths.
Thanos

Thanos was born on the Saturn moon of Titan to Eternal parents Mentor and Sui-San, and brother of Eros, seen in thepost-credits scene in the MCU'sEternals. By displaying genius intellect as a teenager and exhibiting comprehensive knowledge of all known forms of Eternal sciences and technologies, Thanos hones his intelligence far superior to other well-known telepaths. But, perhaps more telling is his acumen as a tactician is nigh unmatched, proven when using mental guile to procure the Infinity Stones from the Elders of the Universe themselves.
Wielding formidable telepathic powers enhanced by super-genius intelligence, Thanos has demonstrated his upper echelon ranking in numerous instances. Whether telepathically shutting down the celestial Maker or psychically dominating the mind of the Power Cosmic-infused Fallen One, Thanos never waivers, establishing he has the brains and brawn to conquer Marvel.
Doctor Doom

Described by Bruce Banner as one of the eight most intelligent people on the planet (despite being expelled from graduate school), Victor Von Doom is an expert in every scientific field known, with a mind that computes on par with high-tech computers. Doom is intellectually comparable with Reed Richards, shown when he cures Ben Grimm and draws the admiration of fellow super-genius Tony Stark for his electrical and mechanical engineering advancements, notably building a functional time machine.
Making his debut inFantastic Four #5 (1962), Doom has become a powerful telepath in his own right, capable of feats like the Mind Transference taught to him by the alien Ovoid. Doom also possesses technopathy with his Doombots and other robotic technologies, which Doom describes as "latent telepathy." Ultimately, it doesn't take someone of Doom's intellect to know that he is the one, true smartest telepath.
