Had to do a lot of Googling to get through this, but I'm impressed with the math you used to calculate its trajectory (assuming it's not completely made up, how would I ever know?) That final note gives this a definite sense of purpose, and I can only wonder where it came from.
This is pretty rad. Imagine if some civvie scientist looks up into the night sky with a high-powered telescope and sees a model of a human skeleton made out of silt and clay. That'd probably mess them up for a bit,
main problem I have is that the second transmission is dated as having come in 2039, and the incident report after it in 2028. the chronology seems inconsistent to me for some reason
Damn dude. This is one dense article, but it's laid out in such a way where every part has something new and interesting. That's something to aspire to in an SCP. Interesting idea too. Not too many SCPs use future-time at all, so that's refreshing to see. Your second incident's labeled the first, and I (an person of little to no scientific knowledge) am not 100% sure about your use of the word "envelope" but neither of those take away from the quality of execution or idea. +1
Some nitpicks:
- Envelope is used incorrectly. "a 10m3 volume of space" or something along those lines would be more accurate.
- I don't think it's possible for imaging systems on a passing satellite/vehicle to discern submicron level details in a surface. That's the kind of thing that requires a physical sample, observed under a specialized microscope. At best, via optical imaging, you'd probably be able to discern details in the centimeter range.
- It would be very difficult to observe such a small object from the surface of the Earth. Accounting for atmospheric distortion and diffraction limiting, as well as the objects tiny angular diameter and what I assume is a low albedo, it would be next to impossible to image it from the surface of the planet. A companion satellite might be one way of keeping tabs on it until its orbit decays.
Aside from that, it is well written and very well researched. A neutral vote for now.

- I suspect it is there to warn people against space travel, sometimes actively sabotaging it?
If that's true then it would make a good combination with SCP-2001 (Space Oddity).
