Add Elberg-tabbed theme

Synopsis[]

Adds the Elberg-tabbed theme to themes/

Patch testing[]

1. Install and enable tabbed windowing (http://toykeeper.net/sawfish/).
2. Install and enable the theme, as the INSTALL file instructs.
3. Experiment with regular and tabbed window operations.

Patch[]

This patch contains binaries, and has already been committed. It's rev 4263:4267 in svn, and is available here, too:http://toykeeper.net/sawfish/patches/add-Elberg-tabbed.patch
