It should say:

<xs:schema xmlns="urn:ietf:params:xml:ns:nttdm-1.0"

Notes:

Please verify this errata so that IANA can then correct the XML schema in the IANA registry.
This reports a simple typo in section 6.

It's as much a normative reference as that to 2119.
