Section 4.4 says:

         <xs:pattern value="0(.[0-9]{0,3})?"/>         <xs:pattern value="1(.0{0,3})?"/>

It should say:

         <xs:pattern value="0(\.[0-9]{0,3})?"/>         <xs:pattern value="1(\.0{0,3})?"/>

Notes:

As given, the pattern would allow values such as "09", which is not the intention. The metacharacter '.' needs to be escaped.
