The Department of Veterans Affairs (VA) is hereby giving notice of an update to annual pay ranges, which is the sum of the base pay rate and market pay for VHA physicians, dentists, podiatrists, and optometrists as prescribed by the Secretary for Department-wide applicability. Optometrists are now included in the annual pay ranges pursuant to the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act. The pay table placement of optometrists is intended to enhance the flexibility of the Department to recruit, develop, and retain the most highly qualified optometrists to serve our Nation's veterans and maintain a standard of excellence in the VA health care system.

The NRC is issuing this final EIS as part of its review of the application submitted by TerraPower, LLC (TerraPower) on behalf of US SFR Owner, LLC (USO), a wholly owned subsidiary of TerraPower, for a construction permit (CP) for a Natrium advanced reactor at a site in Lincoln County, Wyoming, designated as Kemmerer Power Station, Unit 1 (Kemmerer Unit 1). USO plans to build and operate Kemmerer Unit 1 to demonstrate the Natrium advanced reactor while ultimately replacing electricity generation capacity in the PacifiCorp service area following planned retirement of existing coal-fired facilities. The final EIS evaluates the environmental impacts of the proposed action of issuing a CP that would allow the construction of Kemmerer Unit 1, as well as the environmental impacts of alternatives to the proposed action.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft Environmental Impact Statement (EIS) for a Special Nuclear Material License Application for the TRISO-X Fuel Fabrication Facility. TRISO-X, LLC (TRISO-X) would be authorized to possess and use special nuclear material to manufacture high-assay low enriched uranium (HALEU) fuel. The proposed fuel fabrication facility would be located on a 110-acre site at the Horizon Center in Oak Ridge, Roane County, Tennessee.

The Department of Homeland Security (DHS) proposes to adjust Employment-Based Immigration, Fifth Preference (EB-5) immigration benefit request fees charged by U.S. Citizenship and Immigration Services (USCIS). This rule also proposes to codify certain elements of the EB-5 Reform and Integrity Act of 2022 and implement new statutory requirements. DHS intends for the rule to provide USCIS with the resources necessary to accomplish the goals of the EB-5 Reform and Integrity Act of 2022 and enhance and maintain the integrity of the EB- 5 program.

The Clean Air Act (CAA) requires each state implementation plan (SIP) to contain adequate provisions prohibiting emissions that will significantly contribute to nonattainment or interfere with maintenance of air quality in other states. The State of Arizona submitted SIP revisions to the Environmental Protection Agency (EPA) to address these requirements for the 2012 fine particulate (PM2.5) national ambient air quality standards (NAAQS). The EPA is proposing to approve Arizona's SIP submission as meeting the requirement that the Arizona SIP contains adequate provisions to prohibit emissions activity, within the State, from emitting air pollutants in amounts that will significantly contribute to nonattainment or interfere with maintenance of the 2012 PM2.5 NAAQS in any other state.

The Environmental Protection Agency (EPA) is proposing to approve portions of the regional haze state implementation plan (SIP) revisions submitted by the Nevada Division of Environmental Protection (NDEP) on August 12, 2022 ("2022 Nevada Regional Haze Plan") and on May 28, 2025 ("2025 SIP Supplement"), as satisfying applicable requirements under the Clean Air Act (CAA) and the EPA's Regional Haze Rule (RHR) for the program's second implementation period. These revisions address the requirement that states must periodically revise their long-term strategies for making reasonable progress towards the national goal of preventing any future, and remedying any existing, anthropogenic impairment of visibility, including regional haze, in mandatory Class I Federal areas. The revisions also address other applicable requirements for the second implementation period of the regional haze program. The EPA is taking this action pursuant to CAA sections 110 and 169A.

The United States Trade Representative (U.S. Trade Representative) has determined that Nicaragua's acts, policies, and practices related to labor rights, human rights and fundamental freedoms, and the rule of law are unreasonable and burden or restrict U.S. commerce, and are therefore actionable under Section 301 of the Trade Act of 1974. The U.S. Trade Representative is proposing a range of actions, including but not limited to suspension, withdrawal, or prevention of application of benefits of the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR) to Nicaragua, and additional duties of up to 100 percent on some or all products of Nicaragua. The matching program provides the SPAAs with VA's compensation and pension data on a periodic basis to use in determining public assistance applicants' and recipients' eligibility for certain public assistance benefits. The National Credit Union Administration Board (Board) is issuing a notice of proposed rulemaking to codify the elimination of reputation risk from its supervisory program. Among other things, the proposed rule would prohibit the agency from criticizing or taking adverse action against an institution, defined as an entity for which the NCUA makes or will make supervisory determinations or other decisions, either solely or jointly on the basis of reputation risk. The proposed rule would also prohibit the agency from requiring, instructing, or encouraging an institution to close an account, to refrain from providing an account, product, or service, or to modify or terminate any product or service on the basis of a person or entity's political, social, cultural, or religious views or beliefs, constitutionally protected speech, or on the basis of politically disfavored but lawful business activities perceived to present reputation risk.

The Department of Education announced in the Federal Register on September 17, 2025, that it would host a meeting of the National Advisory Committee on Institutional Quality and Integrity (NACIQI or Committee) on October 21, 2025. In this notice, the Department announces a change in the meeting date to December 16, 2025, because of the current lapse in appropriations. This notice sets forth the agenda, time, and instructions to access or participate in the NACIQI meeting on December 16, 2025, and provides information to members of the public regarding the meeting and how to make a request to submit written or oral comments. Committee members will meet in person. Agency representatives have the option to meet in person or virtually, and public attendees can participate virtually. The FAA proposes to supersede Airworthiness Directive (AD) 2025-17-12, which applies to all Bombardier, Inc., Model CL-600-1A11 (600) and CL-600-2A12 (601) airplanes, and certain Model CL-600-2B16 (601-3A, 601-3R, and 604 Variants) airplanes. AD 2025-17-12 requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2025-17-12, the FAA has determined that certain serial numbers for affected Model CL-600-2B16 (604 Variants) airplanes are not included in the applicability of AD 2025-17-12. This proposed AD would continue to require the actions specified in AD 2025-17-12 and would add airplanes to the applicability. The FAA is proposing this AD to address the unsafe condition on these products.
