By general agreement, the First USSR Conference on Philosophical Problems of Natural Science, held 12 years ago, was an important event in bringing scholars together for the treatment of problems of world view. In order to stabilize this collaboration, the Presidium of the Academy of Sciences followed up on that conference by adopting a resolution establishing a Learned Council on Philosophical Problems in Natural Science. Approximately one year ago, the Presidium of the Academy of Sciences heard a report on the (...) work of that Learned Council, and its resolution, in condensed form, was published in Voprosy filosofii, 1970, No. 2. The preservation of peace is the central problem of the present day. The peoples have suffered from wars through the ages. No significant period in human history has been without them. Wars have become particularly devastating in the capitalist era, which has seen an improvement of armaments, an increase in the size of warring armies and in the scale of military operations.

The Twenty-seventh Congress of the CPSU has set the course to guide the present development of our society and determine its short- and long-term prospects. The Congress took place at a watershed in the development of the country and the contemporary world as a whole. It generalized the accumulated domestic and international experience in socialist construction, formulated a strategy to achieve the triumph of the ideals of communism, peace, and progress, made a creative contribution to the development of Marxist-Leninist theory, (...) and formulated a complex of problems to be resolved by social scientists and philosophers.Prior to the Congress, the journal published a series of articles analyzing advances made by Soviet scholars over the previous five years in the main avenues of phibsophy-dialectical and historical materialism, socio-philosophical problems in the development of socialism, philosophical problems in the natural sciences, the problems of scientijk-technological and social progress, culture and the cultural heritage, the development of the individual and communist education, ethics and esthetics, the history of philosophy, and the ideological struggle in the modern world.Today, the guidepost defining the primary content of the work ofphilosophers must be those programmatic theses of the Twenty-seventh CPSU Congress that point to the need for a broader orientation of the social sciences toward the concrete needs ofpractical life, for quick reactions to the shifts currently occurring in our life, for the careful analysis of new phenomena, and, by virtue of this, for the attainment of impressive theoretical andpractical results. The basis for this is a creative application of materialist dialectics, particularly in striving for a deeper analysis of the problems of socialism, social progress, and the maintenance of peace. This gives rise to the need for ficndamental advances in philosophical theory. Of primary importance is the acceleration of the countrys socioeconomic development, which requires investigation into the economic, social, political, cultural, and other aspects of the acceleration of social progress and the elevation in it of the role of the masses and the human factor.The new CPSU Program concentrates the attention of social scientists on the study and comprehensive analysis of global development, the creation of a new society in the USSR and in other socialist countries, the dialectics of the productive forces and production relations, the material and intellectual spheres under socialism, patterns in the establishment of the communist formation, and the paths and means toward the gradual approach to its highest phase. The scientijic analysis of the objective contradictions in socialist society, the elaboration of well-founded recommendations on their resolution, of reliable economic and social prognoses, is an urgent task of the social sciences at the contemporary stage of development.In initiating a new rubric, we by tradition would like to share with readers our plans in this area. In this issue we enumerate the basic problems for the discussion and preparation of articles in light of the materials of the Twenty-seventh Congress. The journal plans to conduct a discussion of these problems and, with the help of its wide range of authors, to publish a series of articles.The editors will embark under this new rubric with an article from the vice-president of the USSR Academy of Sciences, Academician P. N. Fedoseev, entitled "Dialectics in the Contemporary World.". (shrink)

Progressive public opinion has proclaimed 1983 Karl Marx Year. On 5 May of this year, 165 years will have passed since the day of his birth; and a hundred years ago, on 14 March 1883, his mighty heart stopped beating. His intensive work in organizing the international revolutionary movement of the proletariat, the sedulous persecution of him by the authorities, and the constant material need and theoretical concerns that drove him to the point of exhaustion steadily undermined and ultimately destroyed (...) The countries of the socialist community are currently undergoing a historical period in their development in which it is especially necessary for them to construct clear and precise ideas about many of the fundamentally new phenomena and trends in social life. However specific the problems may seem to each country, they essentially have much in common.

Under today's conditions, when the Soviet Union is successfully engaged in the comprehensive construction of a communist society, and the prospect of uniform advancement toward communism seems possible for the socialist countries, the theoretical problems relating to the transition from socialism to communism acquire major importance. In our day, problems of scientific communism are resolved in practice, in the creative activity of tens and hundreds of millions of people. The Twenty-sixth Congress of the CPSU, which defined the main directions to be taken in the building of communism in the 1980s, gave much attention to problems of further improvement of the socialist way of life and to intensifying the socialization of the people in internationalism and patriotism. the deep analysis of the achievements, problems, and prospects for strengthening the material and intellectual foundations of the socialist way of life contained in the Report of the Central Committee of the CPSU (...) to the congress, delivered by Leonid Il'ich Brezhnev, enriches scientific notions of the essence and the ways of shaping and consolidating the new historical form of human existence. The present epoch is a turning point in world history not only in the sense that a new, communist socio-economic system is coming into being and a new type of societal relationships among men is coming into being on a foundation of profound revolutionary changes, but also in the sense that mankind has come face to face with a global alternative touching upon the fate of all nations: either the progressive development of each people under peaceful conditions must be assured, (...) or an atomic catastrophe occurs that would threaten the achievements of civilization as a whole. Awareness of this circumstance has roused millions of people in all lands to struggle for peace. This same circumstance necessitates a scientific study of the problem of war and peace, with which the problem of the future of all mankind is now directly connected. (shrink)

In the scientific study of historical processes, the Marxist position that the masses of the people are the agent of history has become a primary truth. As an initial methodological directive it stands opposed to every type of attempt to represent history as a process whose participants divide sharply into two fundamentally different groups - historical figures whose deeds shape the course and results of the historical development of society, and the rest of the people, who are the "passive matter" (...) of history, capable only of inert resistance to the changes that are taking place.
