Globally, women have more access to positions of authority and participate more in decision-making, regardless of context and rank, than a few years back. This is because of on-going global campaigns supported by various national and international laws and declarations. Increasingly, women have been exercising their rights and obligations to actively participate in politics and become visible in governance. Within Nigerian society, the efforts of women in governance, especially in the pre-colonial era, cannot be overlooked. Over the years, women in (...) Nigeria have moved from the back seat to the roles of bread-winners, decision-makers and leaders of their immediate families. Irrespective of these progressive developments, women's contributions to national development still have minor impact on decisions that affect society as a whole, due to the perceived marginalization which still holds strong in most developing countries like Nigeria. Cultural and social norms, glass ceiling effects, and other exclusionary factors continue to dictate relegation of the presence and voice of women to a lower rank in public life. Against this background, this paper attempts to shed light on the role of civil organizations in enhancing women's participation in politics and decision-making in governance issues in Nigeria. The paper examines strategies employed by a Muslim women civil organization in contributing to the decision-making that affect women generally in the society, and possible challenges facing women active participation in this political era. Using documented researched materials, the findings of the study show that women's intellectual, and political capabilities irrespective of the religious background, are vital components of every society. Ogunweide The study sought to assess the social context of solid waste disposal pattern of residents in Ibadan metropolis, in order to assess the Solid waste disposal patterns of people in Ibadan metropolis, Oyo State, Nigeria. Specifically, the study identified solid waste disposal habits of residents, frequency of clearing the dumpsters, accessibility of waste dumpsters to people determines the waste disposal pattern (...) of people; and analyze the willingness of people in Ibadan to pay for improved service. Solid waste management has been part of human activities right from time. Efforts by Oyo State Government is seen in the collection of dirt that have been placed on the medians. Waste generation is an unavoidable product of man activities, however, sustainable management of such waste is a challenge faced in many countries today. Nigeria, a developing country in Africa, has been in a quandary of how to efficiently manage the municipal solid waste its population generates. Many states in the country lack adequate plans and infrastructure required for efficient and sustainable management of municipal solid waste. For Ibadan, the largest city in Nigeria, the problem is further compounded by its rather large and still increasing population. In this research, Ibadan metropolis is taken as a case study; the rate of solid waste handling in households as regards solid waste management from household collection to final disposal are focused upon. The study found out that 45.6% drop their refuse in the dumpsters as 18.8% burns their refuse, 17.7% of the respondents drops their waste on the median, 12% in the drainage while 6% opts to drop their waste in the streams. On the effectiveness of the Private operators collecting waste from the respondents, the study found out that 7.6% effective, 37.5% of the respondents says the operators waste collection is poor, 7% says it is abysmal while 43.5% said it is not applicable to them because they do not have storage containers in their houses and as a result did not subscribe to their service. Many countries, particularly the developed ones, have employed options in the waste management hierarchy for sustainable management of their municipal solid waste and the blend of options employed is usually highly dependent on local factors. Following the waste management hierarchy, possible options for sustainable municipal solid waste management in Ibadan are discussed. It is concluded that waste reduction, reuse, and recycling are potential management options for the state. Landfilling will remain an important option for final disposal but reliance on this method could be significantly reduced if management options are exploited to the maximum in a sustainable solid waste management structure in Ibadan metropolis. Cyber scam, a subculture in Nigeria, especially among youths, has been under-investigated from the linguistic perspective. This study thus explores discursive-manipulative strategies in scam emails and SMS/messages in Nigeria, drawing samples from a corpus of over 200 emails and 50 SMS documented between 2018 and 2022. With insights from Brown and Levinson’s face, Mey’s pragmatic act and McCronack’s information manipulation theories, it is observed that discursive manipulative strategies such as positive and negative false alarm, self-denigration, formulaic, and evocation of theistic (...) and religious context project the Nigerian realities in scam emails and SMS. Embedded in these manipulative strategies are face-saving and face-threatening acts strategically woven round the violation of the maxims of quality and quantity. (shrink)

This paper is a historical analysis of the contributions of music artistes to the idea of development in Africa in the period between 1974 and 1987. Itseeks to show that concern for the development of the continent was not confined to the intellectual community. Music artistes were not merely interested in entertainment; they also paid attention to the real problems that confronted the society of their time, thereby sharing in the concern of political thinkers of all ages. The works of (...) three artistes - Sonny Okosun, Fela Anikulapo-Kuti and Bob Marley - are selected for detailed examination, although references are made to other artistes. The international law principle of permanent sovereignty over natural resources posits that governments bear the sovereign rights to manage natural resources on behalf of citizens. That citizens have rights over natural resources at all however detaches from governance realities showcasing citizen marginalization. This necessitates revisiting the issue of what rights citizens actually have over natural resources. Qualitatively investigating this issue reveals rights of citizens over natural resources now embedded in the doctrine of peoples-based permanent sovereignty over natural resources (PPSNR). However, (...) this doctrine appears to be subject to international law limitations and might not be effective within domestic jurisdictions. Alternatively, PPSNR may be domestically driven by common ownership and environmental justice claims. These two drivers may be able to advance distributive justice rights of citizens to returns from natural resources exploitation within domestic jurisdictions. These rights could be actuated through rent distribution practices. This results in functional distributive justice. (shrink)

Wicked problems are tricky to solve because of their many interconnected components and a lack of any single optimal solution. At the science–policy interface, all problems can look wicked: research exposes the complexity that is relevant to designing, executing and implementing policy fit for ambitious human needs. Expertise in philosophical research can help to navigate that complexity.

Evidence-based policy (EBP) has become widely embraced for its commitment to greater uptake of scientific knowledge in policymaking. But what legitimizes EBP and in what respect are evidence-based policymaking practices better than other policymaking practices? In this article, we distinguish and refine three potential legitimizers of EBP. We suggest that evidence-based policymaking practices are better because they “follow the science,” because they focus on “what works,” or because they “follow the rules.” We discuss some consequences, for advocates of EBP, of (...) consciously adopting one or other of these legitimizers. Finally, we examine whether it is appropriate to switch from advocating for EBP to advocating for evidence-informed policy. (shrink)

When evidence-based policymaking is so often mired in disagreement and controversy, how can we know if the process is meeting its stated goals? We develop a novel mathematical model to study disagreements about adequate knowledge utilization, like those regarding wild horse culling, shark drumlines and facemask policies during pandemics. We find that, when stakeholders disagree, it is frequently impossible to tell whether any party is at fault. We demonstrate the need for a distinctive kind of transparency in evidence-based policymaking, which (...) we call transparency of reasoning. Such transparency is critical to the success of the evidence-based policy movement, as without it, we will be unable to tell whether in any instance a policy was in fact based on evidence. (shrink)

This paper is concerned with the formulation and analysis of an epidemic model of COVID-19 governed by an eight-dimensional system of ordinary differential equations, by taking into account the first dose and the second dose of vaccinated individuals in the population. The developed model is analyzed and the threshold quantity known as the control reproduction number R0\documentclass[12pt]{minimal} \usepackage{amsmath} \usepackage{wasysym} \usepackage{amsfonts} \usepackage{amssymb} \usepackage{amsbsy} \usepackage{mathrsfs} \usepackage{upgreek} \setlength{\oddsidemargin}{-69pt} \begin{document}$$\mathcal {R}_{0}$$\end{document} is obtained. We investigate the equilibrium stability of the system, and the COVID-free equilibrium (...) is said to be locally asymptotically stable when the control reproduction number is less than unity, and unstable otherwise. Using the least-squares method, the model is calibrated based on the cumulative number of COVID-19 reported cases and available information about the mass vaccine administration in Malaysia between the 24th of February 2021 and February 2022. Following the model fitting and estimation of the parameter values, a global sensitivity analysis was performed by using the Partial Rank Correlation Coefficient (PRCC) to determine the most influential parameters on the threshold quantities. We further investigate the impact of these parameters by performing a numerical simulation on the developed COVID-19 model. The result of the study shows that adhering to the preventive measures has a huge impact on reducing the spread of the disease in the population. Particularly, an increase in both the first and second dose vaccination rates reduces the number of infected individuals, thus reducing the disease burden in the population. (shrink)
