    Karl Popper discovered the link between the open society and scientific dis- covery with the help of his analysis of growth of scientific theories (Popper, 1945, 1959). Yet, the regime of Frank Bainimarama is not really like any other military regime in the world, nor does the 2006 coup resemble the earlier military interventions in the country.     What drives a politician? The standard answer in political philosophy is Hobbes’ power, strongly supported by Max Weber. However, the emergence of the Putin regime in Russia forces us to theorize the role of economic motivation as looting. We find it in all dictatorships, e.g., Burma. The giant financial economy enhances the private prospects of looting, especially in closed societies.

    Professor Dowding has written an interesting and stimulating book on the relevance (R) of general philosophical insights for the conduct of political science enquiry. In this paper, I challenge his positive analysis due to the relevance (R) difficulty. The social sciences have to struggle with a set of philosophical questions, but they hardly belong to general ontological or epistemological theories.
