A21 1 object of the invention is to provide anchoring plates upon which the feet of rails are seated and adapted for association with the sleeve member and bolt andconverging over the foot of a rail to hold the same against displacement.
With the above and other objects in view, the invention further includes the following novel features and details of construction, tobe hereinafter more full-y described, illus-- trated in the accompanying drawing and pointed out illthQflPPfillClQCl claims.

Figure 1 is a sectional View taken through a portion of a tie and rail and illustrating the manner by means of which the invention is associated therewith;
Figure 2 is a top plan view of the invention as applied, partly broken away to illustrate the construction thereof;
, Figure 3 is a perspective of a combined seat and retaining plate;
Figures 4 and 5 are plan views of seat plates;
Figure 6 is a perspective view of the sleeve member;
Figure 7 is a similar view of the bolt.
Referring to the drawing in detail, wherein like characters of reference denote corresponding parts, thereference character 10 indicates a tie which may be constructed of any suitable material but in this instance, a wooden tie is employed, for purposes of illustration only.
Said tie has spaced bores arranged therein, within which are receivedsplit sleeves 11, which includecutout portions 12 in the upper periphery thereof, the purpose of which will be readily apparent. Positioned within thesleeves 11 arebolts 13 provided withtapered portions 14 upon one end in order that the upward travelling movement of the bolt within the sleeves will expand the latter into the bores of the tie to rigidly anchor the bolts. Those portions of the sleeves between the'splits thereof are corrugated, as indicated at 15. Aplate member 16 is seated upon the upper surface of the tie having cut-away larger and reduced portions 1? and 18 respectively; 'Witihi nv the reduced portion 1 8 IS an inwardly extending finger 19' adapted for reception within thecutoutportion 12 in the upper periphery of thesleeve 11 to prevent the latter from incoming displaced. Anadditional plate 20 is provided with atongue 21 upon one end, adapt-ed for interfitting engagemei'it with thelarger portion 17 of theplate 16 and upon the opposite side of the sleeve,to' provide aseat for the foot. 22 of arail 23, sub stantially as illustrated in Figure 1 of the drawings. I
Receiving the upper protruding end of thebolt 13 is aplate 24 upon the upper surface of which is positionedawasher 25 and anut 26 for regulating the anchorage of the bolt 13' upon the tie. One, edge of such plate is bent upwardly and forwardly upon itself to conform to the configuration of one side edge of a rail foot, as indicated at 27. The opposed portion of the foot is positioned between a correspondinglyshaped portion 28 of aplate 29 which in addition provides correspondingly disposedlegs 30 upon the opposite sides thereof. Theplate 29 is correspondingly anchored to the tie in order that thefoot 22 of therail 23 will be rigidly held against displacement.
As illustrated, theplates 16 and 20, as in the instance of thelegs 30 of theplate 29, are fitted within cutout portions provided in the upper surface of the tie whereby the latter will provide an even seat for the rail. 7
In the application of the invent-ion theplates 16 and 20, as in the instance of thefingers 30 are disposed within the depressed or cutout portion in the upper surface of, thetie 10. Theportion 28, upon the setting of thelegs 30 will engage the upper side of therail foot 22. Theplate 24 is then arranged flush with the upper surfaces of theplates 16 and 20 and receives the upper extremities of the sleeve and bolt. Saidplate 24 also includes aportion 27 adapted for engagement with the opposed side of arail foot 22. Alook washer 25 andnut 26 are then received upon the upper end of therespective bolts 13 to properly anchor the foot of the rail against displacement.
The invention is susceptible of various changes in its form, proportions and minor details of construction, and the right is herein reserved to make such changes as properly fall within the scope of the appended claims.
I claim:
1. A locking device comprising a bolt, a split sleeve carried by the bolt, seat and gripping plates connected with one end of the bolt, and means provided at an appropriate point in the length of the bolt to cause the expansion of the sleeve in the anchoring of the bolt.
2. A locking device for use upon rails comprising a bolt provided with a tapered portion adjacent one end, a split sleeve car ried by the bolt, a seat plate receiving the upper protruding end of the bolt, and a securing plate arranged in superimposed relation upon the seat plate and engageable with the foot of a rail.
3. A locking device for use upon rails comprising a bolt provided with a tapered portion adjacent one end, a split sleeve carried by the bolt, a seat plate receiving the upper protruding end of the bolt, a securing plate arranged in super-imposed relation upon the seat plate and engageable with the foot of a rail, and means provided in opposed relation to that of the securing plate to engage the opposite side of the rail.
4. A lockingdevice comprising a bolt,
said bolt provided with a tapered portion adjacent one end, a split sleeve carried by the bolt and including a cutout portion in the upper periphery thereof, a plate member having successive cutout portions upon one side edge, a finger therein adapted for engagement within the cutout portion in the periphery of the sleeve, a seat plate having a tongue upon one end adapted for interfitting engagement with the cutout portion of the aforementionedplate, a locking plate arranged in superimposed relation upon the upper side of the first mentioned plate and including an upwardly and forwardly inclined portion conforming to the configuration' of the side edge of a rail foot, and an additional plate member defining a correspondingly disposed portion upon its adjacent edge.
5. In a locking device a tapered portion carried upon one end thereof,-a split sleeve provided with corrugations upon one end and a cutout portion in the other, a seat plate providing a finger for reception within the cutout portion and means for expanding the split end of the sleeve.
