目前,系统广播中针对每个频率层只配置一个SMTC。但是考虑到当前一个频率层部署的小区有宏小区(主要满足覆盖需求),还有小小区(主要满足容量需求)。对于满足容量需求的小小区,一般SSB的周期比较长(例如SSB周期为160ms),而满足覆盖需求的宏小区,一般SSB比较短(例如SSB周期为20ms)。若只配置一个SMTC,则SMTC窗口的周期一般配置为160ms。因为160ms的SMTC窗口才能保证所有小区的SSB都可以被测量到。但是这种SMTC配置对于SSB周期较短的小区来说,会导致小区重选延迟,可能影响业务性能。所以R16中引入一个额外的SMTC配置,以满足不同SSB周期的小区测量需求。新引入的SMTC配置适用于具有较长SSB周期的小区,原来的SMTC配置适用于具有较短SSB周期的小区。或者说,新引入的SMTC配置用于确定较长周期的SMTC窗口,原来的SMTC配置用于确定较短周期的SMTC窗口。At present, only one SMTC is configured for each frequency layer in the system broadcast.
