Background
A Small Cell is a Small base station that can be flexibly deployed indoors and outdoors. The existing Small Cell base station positioning strategy is to adsorb a terminal to a Small Cell base station by sending signals stronger than surrounding macro base stations, and then periodically update the terminal tracking area codes, so that the terminal is always adsorbed on the Small Cell base station.

when the terminal is adsorbed on the small base station, if the tracking area code is not updated timely, the terminal is easily separated from the small base station to the macro network after a period of time, and once the situation occurs, the adsorption of the terminal is invalid. At this time, only by updating the tracking area code, the terminal can continue to adsorb by reattaching.
