sending the monitoring information of the monitored terminal to network management equipment, so that the monitoring information is sent to a server in real time through the network management equipment and is finally obtained by a monitoring terminal corresponding to the monitored terminal; the monitoring information comprises the terminal identification, the current monitoring state in the corresponding period and the base station identification of the base station, and the network management equipment stores the monitoring information and determines the monitoring position of the monitored terminal according to the terminal identification of the monitored terminal, the current monitoring state in each corresponding period and the base station identification of the base station.
