(4) and further drying and coiling one group of semi-dry and wet paper sheets to obtain dry paper sheets, adding a functional additive to the other group of semi-dry and wet paper sheets, then drying and compounding with the dry paper sheets for wrinkling, and coiling to obtain the paper mouth stick base paper with a double-layer paper structure, wherein a functional additive layer is sandwiched between the double-layer paper structures.
