JIe is con-tii.ualtv HininK "Susan Jane andvmo where my Love Lies Dream-Iiis exireiue imue-A correspondent writing from Salem to tho JYirir, speaking of thebill before the Legislature . for theredaction of the Judges salary, hasthese sensible remarks on the subject, -which meet our endorsement:When the State Constitution -wasadopted there -were-fewer JudicialDistricts than there are now; theduties of the Judges were not soonerous, nor were the expenses oftheir office so great as now. - Andeven then the compensation, as: fixedin that instrument -was wholly inadequate to the services and responsibilities imposed upon the Judges."With the growth of the State andthe spread of its population thesel"c"' "a I'miauon uresponsibilities have been multipliedJudges who were formerly requiredto hold but one or two . terms ofcourt a year, lasting but a few dayseach, are new required to hold manyterms, which, from their numberand business, not unfrequently lapeach other. The public serviceseemed to requre, and did reqnre,this increased service. For instance,it was found that instead of one termof the Supreme Court in each vearit was necessary that there should betwo. Take this fact. Here was aservice not exacted at the time theState Constitution was adoptednot considered when the compensation of tho Judges was fixed in thatinstrument; and yet it was a servicethat the public interests imperativelydemanded. It is a tax on the- timetf the Judges, and it is also a taxupon their purses. Hundreds ofmiles of extra travel, and hundredsof dollars of extra expense are incurred by those Judges whose districtsare remote from the Capital, on account of this extra term of the Supreme Court; and it is a tax whichis imposed, only in a less degree,upon those members of the Courtmore fortunately situated. Underthese circumstances the Legislaturedid just what out to commend itselfto the good judgment and- justice ofevery citizen of Oregon. It votedme judges a specineti sum to reimburse them for the expense of travelwhich the increased service compelled, and to compensate them in partlor such service. .No objection inlaw or morals can be made to thisact of the Legislature. The discussion in the Senate last Monday onthe bill to repeal the act passed twoyears ago to provide extra pay forthe Supreme and Circuit Judges,showed a degree of talent in thatbody which would have made Blackstone himself ashamed of what littleho knew of, constitutional law incomparison to some of the membersof the Oregon State Senate of thepresent day. It was purely on constitutional grounds that these lawmakers wanted this bill repealed ;nothing more and nothing less.DIED.In this city, on Tuesday, 22d inst.. Mrs.Robt.
