New York Campaign for Alternatives to Isolated Confinement

ABOUT THE #HALTSOLITARY CAMPAIGN

The New York Campaign for Alternatives to Isolated Confinement (NYCAIC), the coalition behind the#HALTsolitary Campaign, works to end solitary confinement for all people, promote alternatives proven to better protect people's health and safety, and build on these changes to dismantle the racial injustices and punishment paradigm that underpin the entire incarceration system.

After many years of grassroots organizing and advocacy, the statewide HALT Solitary Confinement Law was passed by a supermajority of both houses of the New York State legislature and signed by the Governor in 2021, and the law went into effect in 2022. In New York City, following years of activism in partnership with the Jails Action Coalition, the New York City Council adopted Local Law 42 in 2024 to ban solitary confinement beyond four hours and otherwise provide all people in the city jails access to 14 hours of daily out-of-cell time with group programming and activities. At the federal level, the HALT campaign is part of the Federal Anti-Solitary Taskforce (FAST), which aims to end solitary confinement by the federal government, including through passage of the End Solitary Confinement Act.
