KATHMANDU, April 20:The parliamentary sub-committee formed to probe into transfers and promotions in the Nepal Police and the Armed Police Force has suggested to the government to either authorize the Public Service Commission to take the decision on transfers and promotions or form a separate commission for the purpose.



The sub-committee under the State Affairs Committee (SAC) of parliament made such a recommendation to SAC on Friday, concluding that the “discretionary” powers vested in the home minister and the government to take such decisions has been grossly misused. [break]



The sub-committee comprising Upendra Yadav, Ram Janam Chaudhary, Sarala Yadav, Jagadishwar Narasingh KC and Pampha Bhusal has also proposed necessary amendments to the PSC regulations if the government chooses to authorize the PSC to take such decisions instead of forming a separate commission for the purpose.



SAC had formed the probe sub-committee after a majority of APF deputy inspector generals expressed serious reservations over the “unfair” promotion decisions taken by Home Minister Bijaya Kumar Gachchhadar. The sub-committee was entrusted with making necessary recommendations on making promotion and transfers in both the APF and Nepal Police fair and transparent.



The sub-committee has also pointed out the need for amending the police regulations so as to prevent the misuse of “discretionary powers”.



It has also stressed the need for maintaining an up-to-date individual record of police officers so that the records may be used while taking decisions on their transfers and promotions. The sub-committee has suggested that such records be kept in police headquarters, the home ministry and other concerned bodies.



The subcommittee report will be discussed in full meeting of the SAC. SAC would then make necessary recommendations to home ministry and the government by incorporating the suggestions of other lawmakers in the committee.
