Save the Date – the LPCA Holiday Party will be held on December 10th at 5:30pm at the Knights of Columbus!
The LPCA is offering to cover three months of composting services for free ($75 value) for each LPCA member!
The LPCA is partnering with the Baltimore Compost Collective (BCC) on a program to increase composting in Locust Point. The BCC is a local service that collects food scraps from residences in Baltimore neighborhoods and composts the material to reduce waste, improve sustainability, and build community food security. They also run a youth entrepreneurship program that employs local teenagers and trains them in workforce skills, food access programming, and community-scale composting.
How to join:
- Sign up for compost service here
- Wait for BCC to deliver a composting bucket to your house.
- To complete the sign-up process, register for service on the BCC website. You will receive a reminder email from BCC to do this. The service is $25/month after your three free months.
Collection will be Mondays 6:00am-5:00pm, please sign up by noon Friday, in order for your bucket to be delivered by the following Monday.

Cheer Building Update
Mark Sapperstein (28Walker), owner of the Cheer building property, has proposed to sell the property to the Cristo Rey High School. To enable this, the current PUD for this property has to be amended to allow for a school. Legislation to do this was introduced and approved at a Planning Commission hearing on August 7, 2025. The legislation was introduced before the City Council on September 25th. The legislation had to be modified to support a broader definition of a high school, allowing both private and public. At the October membership meeting, this language was approved with a deed restriction on the property that only allows for a private school. Now it is back to the City Council to proceed with the legislative process.
Another part of the implementation process is that the Planning Commission needs to approve the actual plans of the Cristo Rey redevelopment. Cristo Rey presented an initial plan to the LPCA Board and Design and Review committed on Oct. 6th. Questions and comments were submitted back to Cristo Rey. Here is a revised development plan that has been updated to incorporate their responses to our questions. It also includes two new renderings that illustrate what is proposed. This will be presented at thePlanning Commission hearing on Nov. 20th.
Housing Option & Opportunities Package
The City council has introduced a package of five bills that intend to make it easier to build, work and live in Baltimore.
Here are the bills:
- 25-0062: Single Staircase in Buildings up to 6 Stories
- 25-0063: Zoning Administration Move to DOP
- 25-0064: Bulk Regulations
- 25-0065: Elimination of Off-Street Parking Minimums
- 25-0066: Low-Density Multifamily
As part of legislative process, the Planning Commission will hold public hearing(s) on the bills that have been referred to the Commission. The Planning Commission will make recommendations on assigned bills, including amendments. Public testimony will be allowed at Planning Commission (hybrid or in-person).
After Planning Commission and all agencies have reviewed on commented on the bills, City Council will hold public hearings and public testimony will be allowed.

Street Banner Project and Fundraising
The final designs are in. We wish to thank the 400+ people who completed our two neighborhood surveys amount the designs. Your input was critical to the final design. We have identifies 34 possible posts to install the banners on E. Fort Ave. These will replace the existing 13 year old banners are up. We are working with city on approving locations for banners, which means the actual number may go down because of certain restrictions that we don’t know about. The estimated cost from our selected vendor is ~$10,500.

Locust Point is a neighborhood with deep roots in Baltimore’s history and culture. Nestled on a peninsula surrounded by the Patapsco River, it has long been a place of resilience, community, and connection.

It’s not uncommon to meet residents whose parents, grandparents, and even great-grandparents grew up right here.
In recent years, Locust Point has also welcomed many new people and families drawn by its friendly blocks, neighborhood schools, and strong sense of community. Neighbors love to gather on stoops, at any of our wonderful locally owned restaurants, or at our beautiful Latrobe Park. Locust Point is a place where long-time residents and newcomers alike create a welcoming and family-oriented atmosphere.
