Administrators andstewards can block users (unregistered orlogged in).Global sysops can also block users on wikis opted in to theglobal sysop wikiset.
On most Wikimedia wikis, admins who are blocked can (but generally shouldn't) block the admin who blocked them, but cannot unblock themselves unless they blocked themselves. Stewards, on the other hand, can always unblock themselves.
