In the22nd century, themilitaristicadministrator of theVulcan High Command,V'Las, collaborated with theRomulans to instigatewar with theAndorians. After AmbassadorSoval's assassination onPaan Mokar the peace talks with the Andorians failed. The VulcanMuroc subsequently led a guerilla war against them and drove the occupiers off. He was appointed fleet commander in the invasion ofAndor. Andor was conquered and a puppet government installed.
At the same time, the Vulcans infiltrated the Romulans and assimilated them into their society.
The Vulcan Protectorate was a rival of theKlingon-Andorian Compact, an alliance formed to counter Vulcan influence in local space. Technologically, both states were behind theFederation due to the lack of multispecies cooperation.
By2274 the Vulcan Protectorate also controlledCoridan III and Paan Mokar and had acquiredVedala technology. In thatyear, theVHC Muroc accidentally traded its place with theFederationstarshipUSSEnterprise from theprimary universe due to the Vedalan technology. The Vulcans were hostile to the Federation starship, which sought refuge in the uninhabitedSol system before making overtures to the Klingon-Andorian Compact.
Following a battle between the Protectorate and the KAC over theEnterprise and the Vedala technology, the Federation starship and theMuroc were able to return to their respective universes.
While in the prime universe,CommanderSpock had introducedSubcommanderT'Pring to the original teachings ofSurak encoded in theKir'Shara artefact. The Kir'Shara had been recovered by the Human Jonathan Archer in the22nd century, whereas theirSyrrannite guardians were bombed into extinction by V'Las in the Protectorate's timeline.
In2275, the appearance of theTimeship Two threatened the barrier between the Protectorate's timeline and the prime universe. Commander T'Pring andher ship from the year2383 intervened when theCompact warshipThorn of Justice attacked the USSEnterprise. T'Pring worked with Captain Spock and other parties to repair thetemporal damage.
Following the recovery of the Kir'Shara, the Vulcans found peace within themselves and with other peoples, truly reforming the Romulans as well.Andor was given independence and a detente was reached with the KAC around2293, after theKlingons had to accept the Vulcans' aid duringa crisis
Following the peace between the Protectorate and the KAC, an extremist group of KACterrorists retained their hostile stance against the Vulcans. Due to interspecies cooperation, the Protectorate outpaced these extremists technologically and were able contain them except for isolated acts of terrorism. (DTInovel:Forgotten History)
In2279,Captain Spock of theEnterprise reminisced about the visit to the Protectorate's timeline during a mission to the extradimensional realms of theMedusan Complex. In a conversation withPetty OfficerReiko Onami, they referred to the Vulcan state as theVulcan Consortium. (TOSnovel:The Higher Frontier)
By2383, T'Pring had attained therank of commander and served ascommanding officer of a starship that was based on, but more advanced than, theSuurok-class of theConfederacy of Vulcan. (DTInovel:Forgotten History)
