History and specifics[]

Starbase 12 was one of the most important outposts in the Federation as it was in reach of both theKlingon andRomulan empires, and located near theKlingon Neutral Zone and theOrion Neutrality Area. (TNGnovel:Ship of the Line,FASA RPGmodule:The Orions: Book of Common Knowledge)

Starbase 12 was the closest base to theSheridan system, whereSheridan's World was located. (FASA RPGmodule:Conflict of Interests)

It was also near theTau Eridani Cloud. (TOSnovel:Ishmael)

InArmada, thestarbase's space station name was randomly assigned to a playing field station by the game software.

History[]

There is some uncertainty over the foundation date and design of Starbase 12. The timeline inside theFASA RPGmodule:Star Trek IV Sourcebook Update claims Starbase 12 was built in2265. However, theTNGepisode: "Power Play" makes it clear that a facility with this name existed as early as2167. Furthermore, theTNGnovel:Ship of the Line,TOScomic: "A Page From Scotty's Diary" and theFASA RPGmodule:The Orions: Book of Common Knowledge have the base as a planet-side facility, while theDecipher RPGmodule:Starfleet Operations Manual mentions an orbital outpost, theTOSnovel:Ishmael describes it as analien space station tunneled into a planetoid and refurbished for Federation use, and theTNGvideo games:Armada,Armada II depict a standard Federation space station (though this a randomly selected name).TOSnovel:Black Fire also described a space-based facility. It is possible that all of these are parts of the same base complex, with both orbital and ground-based facilities developed at different times, or that operations have moved between these locations over time.

22nd century[]

Starbase 12 was established as an orbiting command post in2163, as a test ofStarfleet's long-range construction abilities. (Decipher RPGmodule:Starfleet Operations Manual)

In2165, Starbase 12 was under the command ofAdmiralUttan Narsu, who was in charge of operations in the sector. In2167, theUSSEssex was based out of Starbase 12. (TNGepisode: "Power Play",ENTnovel:Uncertain Logic)

In the22nd century, Starbase 12 was the site of aCentral Computer terminal, which was the closest such terminal to theplanet ofGamma Spica. In2122 SFC (c.2196),DoctorStephan Mortimer, ascience officer aboard theUSSBellweather, used recently developed and much fastersubspace radio communications to transmit geological data and codes to the more-advanced computers on Starbase 12. The data was processed and sent back in time for theBellweather to preventearthquakes on Gamma Spica. (STreference:Spaceflight Chronology)

23rd century[]

New construction had already begun on Starbase 12 when theFederation Council surprisingly reduced Starfleet funding in stardate 1/3612 (circa2210). Funds for completion of the starbase were "indefinitely postponed", and it remained incomplete and inoperative. (FASA RPGmodule:The Federation)

In theFASA RPG continuity, this would refer to the planet-side facility.

In2253, adiplomatic party ofambassadorial personnel fromDelta Indus II were dropped off at Starbase 12 after the passenger vessel they were traveling on developed engine problems. TheUSSEnterprise was expected to retrieve them and ferry them the rest of the way to theirhomeworld. (TOSnovel:Vulcan's Glory)

In response to the creation of aKlingon base atMastocal and the danger it posed, Starbase 12 on the planetRontelm was completed and assumed operational status inreference stardate 2/0705 (circa2265). TheUSSEnterprise visited Starbase 12, or planned to, several times duringCaptainJames T. Kirk'sfive-year mission. (TOSepisode: "Space Seed",TOSnovels:The Joy Machine,Ishmael,The Final Reflection)

In2266, theEnterprise took three days ofshore leave at Starbase 12.Montgomery Scott visited his girlfriendBlanda Lane, who was there performing as a singer. Lane suggested that they take a drive together in the "green desert" outside the facility. (TOScomic: "A Page From Scotty's Diary")

Samuel Boma was transferred to a ground posting at Starbase 12 following his service on theEnterprise. (TOSnovel:That Which Divides)

By2267, Starbase 12 lay in free, unclaimed space. At the time, it was built into a planetoid. The tunnels into this planetoid were originally made by theKarsid Empire when they used it as a base. These were remodeled by the Federation and formed the oldest parts of the base, including the officer's quarters. This Starbase 12 was built with the main aim of observing theTau Eridani Cloud. In 2267, the USSEnterprise delivered a number of astrophysicists here to observe the passage of awhite dwarf star through the Tau Eridani Cloud. (TOSnovel:Ishmael)

Prior to2269,Hannah Faber, a colonist fromVesbius visited this station. (TOSnovel:Devil's Bargain)

In2269,AmbassadorJulia Bertrand traveled from to the starbase to theEnterprise viathe station's diplomatic shuttle for a mission near theRomulan Neutral Zone. (TOS -The Chosencomic: "Blood Enemies")

Circa2270, onreference stardate2/1201,Task Force 41 towed a capturedK't'agga-classcruiser to Starbase 12 after the events ofBorder Incident #45612. (StarDrive Issue 1: "Tactics of the Imperial Klingon Navy")

The USSEnterprise returned to the space-based Starbase 12 in2270 for repairs following an explosion on itsbridge. A hearing was held to investigate the cause, officiated byCommodoreKingston Clark. TheUSSRaven had also docked at Starbase 12's airlock #6 for rest and re-provisioning, butCommanderSpock andLieutenant CommanderMontgomery Scott stole it onstardate 5505.6. After being captured and returned, they underwent acourt martial on Starbase 12, with Commodores Clarke andPierce andFleet CaptainIko Tomako presiding, CommodoreBragg prosecuting andEllen Janest serving as Scott's legal counsel. Soon after, theEnterprise made several returns to Starbase 12. (TOSnovel:Black Fire)

The crew of theUSSArkadelphia assembled at Starbase 12 (now under the command of Base CommandantHarad), beginning with the reassignment ofCaptainIan Vellacora to there on reference stardate 2/1708 (c.2276), and the ship itself was transferred to the station on reference stardate 2/1709 following its completion. More crewmembers were appointed to theArkadelphia over the next two months. (FASA RPGmodule:Decision at Midnight)

In2278, theUSSBozeman averted a sneak attack on Starbase 12 by intercepting a Klingon ship in theTyphon Expanse. TheBozeman was presumed lost during the engagement. (TNGnovel:Ship of the Line)

TheDixie Lady relayed news of the destruction of its sister shipDixie Princess to Starbase 12 on stardate 2/2201.29 (c.2284), butKlingon jamming let only a portion of the message through. This last transmission from a Dixie starship marked the failure ofOperation Dixie. (FASA RPGmodule:Star Trek IV Sourcebook Update)

In2285, the surviving crewmembers of theUSSReliant were transferred to Starbase 12 after their ship's destruction. (TOScomic: "The Wormhole Connection")

After an encounter with theOrionpirateMakon (Orion), thestarshipUSSEnterprise-A towedMakon's ship to Starbase 12, where Makon andhis crew were incarcerated, andMakon's victims aboardAce Industries Cargo Vessel 10658 were provided with assistance. (TOScomic: "What Goes Around...")

TheUSSEnterprise-B was loosely assigned to Starbase 12 during its career, from which it took part in a number of engagements within theKlingon Neutral Zone andthe Triangle. (FASA RPGmodule:Star Trek: The Next Generation Officer's Manual)

24th century[]

In2336, a shuttle piloted byStarfleet Intelligence agentLaura Burke was found destroyed in an asteroid field within several parsecs of Starbase 12. (TLEnovel:Well of Souls)

The year2356 saw the starbase as a target for aTal Shiar attack which was foiled byTelek R'Mor,Kaleh, the crew of theUSSVoyager and theEmpress. (VOY -Dark Mattersnovels:Cloak and Dagger,Ghost Dance,Shadow of Heaven)

The starbase was evacuated for two days in2364, though no explanation was given byStarfleet Command. StarfleetCaptainsWalker Keel,Rixx, andTryla Scott believed this was evidence of a conspiracy within Starfleet, which was caused bypossessing parasites. (TNGepisode: "Conspiracy")

TheUSSEnterprise-D traveled to Starbase 12 in2366 for a maintenance overhaul. (TNGepisode: "Captain's Holiday")

In2370, the wife ofUSSOdysseychief engineerCommanderRodzinski was stationed at Starbase 12. (DS9 -The Brave and the Bold, Book Onenovella:The Second Artifact)

In2372, construction of theUSSEnterprise-E andUSS Roderick both took place at Starbase 12. (TNGnovel:Ship of the Line)

By the24th century, Starbase 12 had a fully operational Federation-builtspace station facility which was active in the late2370s, after theDominion War. (TNGvideo games:Armada,Armada II)

By2378, another Starbase 12 was in theNew Holland Colony in theMaelstrom sector.Vice AdmiralAlice Liu was based at Starbase 12 and served as Chief of Starfleet operations for the Maelstrom region. TheUSSDauntless and theUSSSovereign, both under the command of an unknownStarfleet captain, were assigned to the base to fight against the rogueCardassianMatan. (TNGvideo game:Bridge Commander)

Alternate realities[]

In analternate timeline affected by theQ Continuum'stemporal anomaly crisis, Starbase 12 survived the transition into the rearrangedMilky Way Galaxy. The station was now located in theCeti Alphastarsystem, the core territory of theAugments faction. (STvideo game:Timelines)

Activities[]

Starbase 12 coordinated a great deal of Starfleet traffic dedicated to the defense of the Federation's core areas. It was an important location for starship maintenance, and also provided a useful conduit of information. (Decipher RPGmodule:Starfleet Operations Manual)

Personnel[]

In the late23rd century, the ground-based Starbase 12 supported 39,000Starfleet personnel and over 150,000 civilian employees, two-thirds of whom wereOrion. This was so many that it counted as anOrion Colony. Apart from some occasional unrest, Rontelm was considered a showcase of Orion-Federation co-operation and harmony. Starbase 12 was, at that time, the home of the12th,42nd, and91st Strategic Forces as well as the3rd,6th and7th Pursuit Groups ofScorpio-classcorvettes, and reputedly was home base of an anti-pirate force which Starfleet denied the existence of at that time, with classified numbers. Facilities[]

Starbase 12 was the site of aCentral Computer terminal. (STreference:Spaceflight Chronology)

It had superb facilities for starship maintenance. (Decipher RPGmodule:Starfleet Operations Manual) It also contained legal chambers, a detention unit and a secure docking bay. (TOSnovel:Black Fire)

The ground-based starbase was supplied by farms and mines on Rontelm, as well as mines on other planets and moons of the Aladso system. It had a number of factories and was self-supporting. Its secondary support base was the world ofRhinate. (FASA RPGmodule:The Orions: Book of Common Knowledge)

As a small planet-like world and secondary base of Starbase 12, Rhinate may potentially be the planetoid Starbase 12 presented inIshmael. However, Rhinate lays in the neighboringVitabon system.

In 2267, the planetoid Starbase 12 was serviced by civilian establishments, including theWonder Bar andSexy Sadie's Literature Emporium and Haircutting Establishment. (TOSnovel:Ishmael)

Background[]

In Mission 6 ofSTvideo game:Tactical Assault Starbase 12's 3D model used a design of theR1 Investigator class. Upon scanning the facility, the science officer world report that they detect 467 officers on board. In Mission 7 Starbase 12 uses aSpacedock type 3D model.
