Powell was a24th century Human male. By the mid-2360s decade, Powell was serving as anoperations division officer inStarfleet, assigned assecurity chief at theFederation embassy on theplanetKirlos.

Powell was handpicked byAmbassadorStephaleh n'Ehliarch out of a number of officers who were looking for planetside postings, after she assumed her post on Kirlos in theyear 2363. Powell came to serve Stephaleh well, although she would have preferred someone with more experience.
