In the2260s, Joel was aclassmate ofPavel Chekov atStarfleet Academy, and they became close friends.

By the late2270s, Joel was married and had taken his spouse's nameRandolph. Chekov was a little envious of his friend having achieved marriage and the position offirst officer before Pavel did.

By2279,Commander Randolph served underCaptainJangura aboard theSoyuz-classstarshipUSSAmazon (NCC-1975). In thatyear2279, theAmazon operated in theSolstarsystem. InOctober, theAmazon was requisitioned byFleet AdmiralLance Cartwright ofStarfleet Security for hisvacuum flare task force. Jangura accepted Commander Chekov's temporary transfer from theUSSReliant to theAmazon to help deal with thevacuum flare crisis threatening the populated portions of the system. In2286,USSYorktown (NCC-1717) was present atEarth during thecrisis created by the call of theWhalesong probe. Captain Randolph sent a message toStarfleet Command stating that theprobe'scommunications emissions had completely nullified allenergy sources aboardYorktown. Randolph'schief engineer put forth a plan to rigstasis capsules to allowthe crew to survive as thelife support failed.
