Gul-tar is the highest rank in theCardassianmilitary and the head ofCentral Command. Due to the power of the military prior to2372, thegul-tar was effectively the most important person in theCardassian Union, although officially theCivilian Council led the Cardassian people.
In the early2370s,Keve held the position ofgul-tar. In2371,GulDukat approachedGul-Tar Keve and asked him to dispatch theHome Fleet to engage theHivestarship.
