Russell was a nonspeaking role played by regular background actor andstand-inDebbie David who received no on-screen credit for her appearances.

With the end ofThe Next Generation, David signed on withStar Trek: Voyager, where she reprised the role.

Russell appeared in many episodes, usually in engineering, and was referred to by name in the episode "Tin Man".

According to the ebookMany Splendors, Russell's first name was "Dennis", and he was killed when the Borg attack caused a hull breach in main engineering in "The Best of Both Worlds".
