So, i decided to make him take double-damage because of how difficult he'd be to hit. He only really has 1 attack, but it is quite damaging, at 8 health. This attack is his Shoulder Charge, in which he winds up to then charge forward at the player. After the player jumps over him, he will drift, and then charge forward in the direction opposite of which he was going before. Once you get him down to 14 HP, he will drift again after you jump over him for the first time.
When he's done drifting, he will continue to charge forward until he hits a wall. This is actually your only opportunity to hit him, as he is invincible while he is charging (and the window for shots is also quite short, which is why i made him take double damage)

Quick Man has my favorite boss fights in classic Megaman, especially in a buster only run. Here is his moveset.
Movement Options:
2 average jumps
Can Wall Jump but no Wall Cling
No Crawl
Extremely Fast
Mid-Weight
Normal Attacks & Gimmick
Gimmick: All of Quick Man's Attacks are fast and have virtually no end lag but all his attacks are very weak, only doing 5%-15%
Jab 1: Quick Man does a Right Hook
Jab 2: Quick Man does straight punch with his left arm.
Finisher: A low sweep kick that always trips opponents.
Forward Tilt: Quick Man does the best defensive move in anime & video games, a backhand. It can reflect non-energy based projectiles, like most of Snake's specials and Megaman's version of the Metal Blade & Crash Bomb.
Up Tilt: Quick Man uses a Quick Boomerang and slashes upwards.
Down Tilt: Quick Man slashes with a Quick Boomerang to pop foes into the air.
Dash Attack: Quick Man will slash with a Quick Boomerang.
Side Smash: Quick Man slashes with a Quick Boomerang Extremely Fast this move is hard to interrupt because it's so fast.
Up Smash: Quick Man throws a Quick Boomerang upwards that hits multiple times then comes back down to him.
Down Smash: Quick Man does a slash on both sides of him with 2 Quick Boomerangs.
Aerials
Neutral Air: Quick Man will do a somersault while holding a Quick Boomerang. The Quick Boomerang will do more damage than hitting Quick Man himself.
Forward Air: Quick Man slashes with a Quick Boomerang, this is his fastest move.
Back Air: Quick Man throws a Quick Boomerang behind him.
Up Air: His up tilt but in the air.
Down Air: Quick Man throws a Quick Boomerang down and it stays there for 5 seconds before returning to Quick Man.
Specials
Neutral Special: Quick Man throws 3 Quick Boomerangs that idle in the air for a few seconds, then fly towards the nearest fighter. This is how the attack worked in MM2.
Side Special: Quick Man throws a Quick Boomerang straight forward.
Up Special: Quick Man uses a Quick Boomerang as a stepping stone, can be uses up to 3 times before landing. Travels in a staircase pattern.
Down Special: Quick Man throws a Quick Boomerang low to the ground.
Final Smash
Hypersonic Beatdown: Quick Man will move so fast that this final smash is done in 1 second. The fastest final smash. This final smash has a lot of knockback and can kill as early as 20%.
