—King J'son[source]A council of the galactic empires has come together and decided that from this day forward theEarth isoff-limit to all extraterrestrial interaction.
TheGalactic Council is an intergalactic organization which was created to deal with important matters in the universe.[4] Represented are the races of eight galaxies (those of known space), and other dimensions (e.g.Asgard and theNegative Zone).[2][4]
It consists of an inner council that is made up of the leaders of the major empires and an assembly of representatives from thousands of worlds.[2][11] The inner council is the primary decision-making body in the organization, leading the Galactic Council in war and in enforcing-making policy.[4][11][12] The assembly had over 10,000 representatives by the start of the 21st century and by theBuilders' War it had representatives from hundreds of thousands of worlds.[2][11]
One of the functions of the assembly is its participation in trials usingM'ndavian Justice. Members of the assembly have the right to bring matters to the Intergalactic Council and demand that it be addressed (debated and judged).[2]
History
Intergalactic Tribunal[]
Thehuman superheroMister Fantastic ofEarth decided to revive theDevourer of Worlds,Galactus, when he began dying from hunger.[13] The galactic powers learned about this, which includedMajestrix Lilandra of theShi'ar Empire who sent a warning to Richards, telling him that the demise of the next world to be consumed by Galactus would be on him.[14] That world chosen by Galactus wasTarnax IV, the capital of theSkrull Empire. He successfully destroyed the planet, killing countless and sending the Empire in disarray. Because of this, Richards was abducted by a delegation of the Intergalactic Tribunal who planned to execute him for saving the World Devourer.[15]
The trial was attended by several groups like the Skrulls, Shi'ar and theSurvivors' Fleet, before they were joined by Richards' team, theFantastic Four, andUatu the Watcher who came to his defense. They tried to argue to the prosecutors that Galactus was necessary to the universe by bringing in defendants such as the All-FatherOdin who explained to everyone the World Devourer's origin, and Galactus himself. Galactus proceeded to summon theabstract entity,Eternity, to have him explain to the court the importance of the Devourer of Worlds. Eternity granted everyone present cosmic awareness which allowed them to see why Galactus was important to the universe, and though they forgot about it the moment the entity left, the Tribunal cleared Richards of any wrongdoing and allowed him to go back home with his family.[16]
Maximum Security[]
A session of the Galactic Council was called onSelandiar byAmbassador Kreddik of theSkrull Empire to deal with the problem ofCharles Xavier andCadre K, a team ofSkrull Mutants he had assembled, preventing the culling of other Skrull Mutants.
InvokingM'ndavian Justice, he declared humanity was acting above their station and endangering the universe, citing theAvengers recent conflicts with theInfinites, theStarjammers' interruption of the slave trade, and theInhumans aiding ofKree rebel factions.
During the assembly, it was discovered by the council that the planetKrylor had been destroyed byEgo the Living Planet. Though Ego was then defeated by none other than Cadre K, a newly-joined race called the Ruul (in actualityKree mutated by theForever Crystal) played on the Council's fears and had Earth designated as a penal colony, despite opposition from theShi'ar andKymellians.[2]
Eventually, a group of Earth's superheroes were able to breach the forcefield system set up around theSol System and travelled to Selandiar, whereMoondragon telepathically exposed to them the Ruul's plan to use Ego's cells to terraform Earth into a giant version of theSupreme Intelligence.[17]
Council against Genis-Vell[]
Another session of the Galactic Council was called into action to deal with the threat ofGenis-Vell attacking them. TheSkrull additionally tried to present proof that theKree had allied with theBadoon (who were not on the council at the time), but discovered to their horror that the military base they’d been monitoring had been destroyed by Genis-Vell since.
The members of the Council immediately launched their warships and seemingly killed him, but he proceeded to attack when they reconvened. He declared he'd seen a future where they'd formed theCouncil of Aligned Worlds and conquered the galaxy, destroying humanity when they defied them. However, he was then confronted by his supposedly-dead motherElysius and fled in confusion.[18]
War of Kings[]
Consecutively to theAnnihilation Wave, the empires met onOvar and restructured the Galactic Council to be more active, as they thought the Annihilation could have been avoided or reduced thanks to the Council. Their first topic wasVulcan's assault on theZ'nox, a fact discovered during the reformation meeting.[3]
A delegation that included a Rigellian, a Kree, two Ovoids, aRigellian Recorder and another came to Vulcan, asking him to stop his expansion. Vulcan killed all the organic delegates, leaving the Recorder intact so that it could spread his words to the universe.[19]
The Recorder was returned by Ovoids of the Galactic Council toRonan of theKree onHala where the footage of the delegation's massacre was witnessed by Ovoids, Kree and Rigellians.[20] Later, Ronan himself delivered the news of that (added with those of the destruction ofShi'ar Warbirds in Kree space territory).[21]
Realm of Kings[]
After the end of theKree-Shi'ar War, the former members of the council reunited onOvar, former seat of the Council, under impulsion ofCrystal of theKree Stellar Empire,[22][23] in order to reform the institution. Those present includedImperator Gladiator,Ka'ardum andAraki of theShi'ar Empire,Karnak andLockjaw for the Kree, as well as other species such as theRigellians, who asked for safeguards to prevent further Shi'ar aggression, referring toVulcan's aggression. The reunion was stopped when Kallark left, sick of his new role as Majestor, and wanting to rejoin theImperial Guard.[23]
TheGuardians of the Galaxy attended that event, meeting withCrystal andBlastaar, and protecting it from terrorists. Ensuing the elimination of that threat, Blastaar demanded them to leave, but the demand was dismissed asGroot was presented asPlanet X's representative and rightfully allowed to sit at the Council with the Guardians as a delegation.[24]
Returning from theFault with a specimen from theCancerverse, Kallark joined a reassembled Galactic Council and managed to unite it against the incoming threat,[25] and an armada was deployed.
After deciding that the Earth needed to be left alone if they wanted to give it an opportunity to grow and become part of their galactic organization, the Galactic Council declared the planet off-limits to extraterrestrial interaction, enforcing a rule that no one was allowed to set foot on Earth soil.[4]
Infinity[]
King of theSpartax Empire,J'son, held a meeting between the Galactic Council to discuss about the matter onEarth. He sought to convince everyone about the threat Earth posed and have it banned from accessing their territories. AlthoughAll-Mother Freyja ofAsgard tried to assure the rest that Earth was inoffensive, had no problem with deeming it one of the banned worlds. Most of the Council agreed with J'son and passed the Spartax Earth Directive which allowed the Spartax military to arrest anyone who traveled from the planet without authorization.[26]
When theBuilders started their way to Earth to destroy it they also attacked other planets in their way. Many members of the council and their empires banded together against them. They were also joined by the Avengers who planned to stop them before they arrived at Earth.[27]
After their initial attempt resulted in heavy losses, they regrouped at Ring world, a refugee base, where J'son secretly tried to contact the Builders and offered them Earth for surrendering. However, they tacked his signal and launched a massive attack resulting in many casualties.[28]
After the attack, the Builders started offering many worlds, including the ones in the Council, surrendering, resulting in them occupying many worlds including the Kree empire, which was surrounded and the Spartax, who decided to surrender. To change the situation, Manifold used his powers to transport various Avengers and troops inside the Builders' ships blocking Hala, using their weapons against them, they destroyed Hala's space blocking and liberated the captive Avengers.[29]
By faking surrender, Thor was able to kill the last Builder on Hala, liberating the Kree. However the Supreme Intelligence still believed that there were no possibilities of winning. In retaliation, Ronan attacked him and with the Kree Army and the Accusers rejoined the war.[30]
They had many victories including the liberation of many planets subjugated. When they started losing their advantage, they opened a portal to the Negative Zone from where the Annihilation Wave was unleashed into the enemy fleet, the wave inflict heavy damage, but the Builders were able to access the wave's hive mind and compelled them to eat themselves.
Fortunately, the Gardeners were able to wakeCaptain Universe, who destroyed the Builders in their command vessel.[31] After all the planets conquered by the Builders were liberated and all the Alephs were defeated, what was left of the council and their armies helped the Avengers liberate Earth, which was conquered by Thanos.[32] In the aftermath, Ronan, the Accusers and the Kree Army were pardoned by the Supreme Intelligence, Gladiator planned to expand the Imperial Guard, the Skrull Empire Fractions joined with the coronation of Kl'rt, and Annihilus managed to reopen the portal from the Negative Zone and establish a foothold on a planet renamed Annihilation World.[33]
Trial of Jean Grey[]
Learning thatJean Grey was brought from the past to the present, Gladiator of the Shi'ar Empire called a meeting with the Council to discuss on this matter. He announced his intention to bring her to be trialed for the crimes she committed while possessed by thePhoenix Force, despite the other attendants, mainly J'son and the Supreme Intelligence, bringing up the fact that because she was from before being possessed by the Phoenix she didn't commit the crimes yet.[6] The Shi'ar went through the plan and successfully abducted the time-displaced Jean Grey, but were later intercepted by the time-displacedX-Men and Guardians of the Galaxy.[34]
Because of the latter's involvement, J'son was forced to intervene,[35] and interrupted the trial. He accused Gladiator of manipulating the law by putting on trial an innocent girl for crimes she hadn't committed yet without taking into consideration the word of the other civilizations that had been affected by the Phoenix and ordering theeradication of her entire family. This caused the tribunal to be disjointed temporarily, allowing Jean to escape which prompted J'son to leave.[7] In the end, Jean managed to go back home with her team after the Imperial Guard were forced to let her go.[36]
Time Runs Out[]
Before the war with the Builders, the Shi'ar discovered that stars began dying. Research was stalled by the conflict, but after, the Science Guild threw itself into research and testing theories. The Guild eventually discovered that it was the work of theIncursions and that the Earth was the center of it. Later, Majestor Kallark went to the Galactic Council and explained the situation, how during the war with the Builders they owed their victory to the Earthlings. However, this debt must now go unpaid, as to save their peoples, they must destroy the Earth to save the universe.[37] Kallark led a massive fleet of Shi'ar ships with back-up from the Annihilation Wave and the Imperial Guard to destroy Earth, but the fleet was destroyed byIron Man'sSol's Hammer killing Kallark and the Imperial Guard.[38]
Post-Multiversal Renewal[]
The council returned as the Intergalactic Council, and an emergency session was convened after the arrest of theEridani delegation aboard theAlpha Flight Low-Orbit Space Station due to suspicion of sabotage.[1]
At the time when theChitauri were attacking Earth and most of its heroes are trapped outside thePlanetary Defense Shield,Star-Lord,Rocket Raccoon, andGroot met with the Galactic Council in order to brief them on the situation on Earth and ask them for help. The members of the Galactic Council reacted differently to this and attacked the three of them, which was enough for them to retreat.[39]
Post-Empyre[]
Following the formation of aKree/Skrull alliance, the Galactic Council convened at a new space station called theProscenium built specifically to serve as an intergalactic neutral ground in order to review galactic treaties.[40] The meeting was infiltrated by theElder of the Universe called theProfiteer using an image-inducer to pose as aSisterhood of Badoon ambassador named Lani Ko Ako. She murderedZn'rx representativeEmperor Stote to spark a war of succession.[41] Utopian Kree representativeNoh-Varr found the body and was framed.[40]
As Rocket Raccoon investigated the murder,Chitauri representativePeacebringer triggered a self-detonation process to kill everybody. After Rocket Raccoon figured out Lani Ko Ako was the murderer and exposed her as the Profiteer, the Galactic Council received news ofKnull's starfaring bloodthirsty rampage. Realizing that the different empires would have to recover from it otherwise they wouldn't be able to buy weapons from her, the Profiteer teleported herself and Peacebringer away from the station to save the Galactic Council.[41]
Arakko[]
Following the restructuring ofMars intoPlanet Arakko,Commander Abigail Brand ofS.W.O.R.D. summoned the Council to thePeak to directly bring the news to them. Most of the Council were perplexed by this declaration as it didn't concern their civilizations. This prompted Brand to soon present them with the newly discovered metal, theMysterium, withWiz-Kid explaining to the Council the metal's valuable properties. She offered to each Council member a generous sum of this metal to boost the economy of their respective civilizations since the universal economy had been on the verge of collapse. In exchange for the Mysterium, Brand requested that the Council would recognize Planet Arakko as the capital of the Sol System. WhenDoctor Doom barged into the meeting to demand who would speak for Arakko and the entirety of the Sol system, he was immediately faced byStorm announcing herself as the regent of Arakko and the Voice of Sol. Most of the Council accepted Brand's deal, and began using Mysterium as a new universal currency named "Sol."[42]
However, Brand had ulterior motives of her own: igniting an intergalactic war to give Earth the opportunity to come out on top. To this end, she allied herself withOrbis Stellaris of theGalactic Rim Collective to turn former Shi'ar emperorVulcan into a sleeper agent, reveal to the Kree/Skrull Alliance the Shi'ar Empire's involvement in prolonging the Kree-Skrull War, and in the ensuing discussion have Vulcan killEmpress Xandra to escalate the conflict.[43] Thankfully, theBrotherhood of Arakko uncovered Brand's true intentions just in time and managed to thwart her plan by havingSunspot impersonate Xandra which forced Vulcan to retreat.[44] Sunspot, Xandra and the Brotherhood soon confronted Brand and destroyed any chance she had to start a new intergalactic war after Orbis Stellaris was also exposed, but despite cornering her Brand was still able to escape by teleporting away.[45]
Grootfall[]
When Groot transformed into the cosmic being known as Grootfall and conquered the entireManifold Territories, the Council believed he had killed all of the inhabitants and sought to stop him. However,Emperor Hulkling and his husband later found that Groot hadn't turned evil, and in fact he, alongside the Guardians, was now preserving the territories and its inhabitants. At Groot's request, Hulkling attempted to convince the Council members to not interfere with the territories, which had been rechristened as Grootspace, butEmpress Victoria and the majority of the Council were unconvinced, and were determined to bring down Groot.[46]
Phoenix[]
As Jean Grey became the Phoenix once again and began operating through the universe, it caused some concern among the Council. Gladiator was especially paranoid of what the Phoenix would bring, and planned to stop her by allying himself with theDark GodPerrikus and his companion,Adani. To convince the rest of the council of the danger she posed, Perrikus showed them the current battle between the Phoenix andGorr the God Butcher.[47]
The council witnessed how despite Gorr successfully killing her, the Phoenix immediately resurrected herself and used her immense power to convert the God Butcher into a new star. This alarmed the council which was convinced to do something to stop her. The Phoenix knew she was being observed and attempted to talk back to assure them she wasn't a threat, only for Gladiator to cut the call. With the council on his side, Perrikus had his own ally, Thanos, join the council to help with the battle against the Phoenix.[48]
As a member of the Council, Thanos led its armies into attacking civilizations that defied him, while using theWarlock's Eye to instill paranoia of the Phoenix throughout the cosmos. TheCouncil Armada was sent to take the Phoenix down, but failed as she was joined by several other cosmic heroes who helped her keep the army at bay.[49] She and her allies soon confronted Thanos on an unnamed planet where they managed to destroy the Warlock's Eye.[50] Following that confrontation, two of the Phoenix's friends,Captain Marvel andSif, worked hard to purge Thanos' influence from the Council, though the Mad Titan had gone into hiding and Perrikus moved on to his own objectives.[51]Paraphernalia
