Do we really need both Doc/whatsnew/* and Misc/NEWS? It seems that peoplefrequently make nearly the same edits to both files, or add to Misc/NEWSonly and someone later (usually Andrew) goes back and twiddles the necessarybits in Doc/whatsnew.Skip
