Dear Wikimedia Community,The Community Affairs Committee (CAC) [1] of the Wikimedia Foundation Boardof Trustees assigned the Sister Projects Task Force (SPTF)[2] to update andimplement a procedure for assessing the lifecycle of Sister Projects — wikiprojects supported by Wikimedia Foundation (WMF)[3].A vision of relevant, accessible, and impactful free knowledge has alwaysguided the Wikimedia Movement. As the ecosystem of Wikimedia projectscontinues to evolve, it is crucial that we periodically review existingprojects to ensure they still align with our goals and community capacity.Despite their noble intent, some projects may no longer effectively servetheir original purpose. Reviewing such projects is not about giving up—it’sabout responsible stewardship of shared resources. Volunteer time, staffsupport, infrastructure, and community attention are finite, and thenon-technical costs tend to grow significantly as our ecosystem has entereda different age of the internet than the one we were founded in. Supportinginactive projects or projects that didn’t meet our ambitions canunintentionally divert these resources from areas with more potentialimpact.Moreover, maintaining projects that no longer reflect the quality andreliability of the Wikimedia name stands for, involves a reputational risk.An abandoned or less reliable project affects trust in the Wikimediamovement.Lastly, failing to sunset or reimagine projects that are no longer workingcan make it much harder to start new ones. When the community feels boundto every past decision—no matter how outdated—we risk stagnation. A healthyecosystem must allow for evolution, adaptation, and, when necessary,letting go. If we create the expectation that every project must existindefinitely, we limit our ability to experiment and innovate.Because of this, SPTF reviewed two requests concerning the lifecycle of theSister Projects to work through and demonstrate the review process. Wechose Wikispore as a case study for a possible new Sister Project openingand Wikinews as a case study for a review of an existing project.Preliminary findings were discussed with the CAC, and a communityconsultation on both proposals was recommended.== Wikispore ==The application to consider Wikispore as a new Sister Project was submittedin 2019 [4]. SPTF decided to review this request in more depth because,rather than being concentrated on a specific topic, as most of theproposals for the new Sister Projects are, Wikispore has the potential tonurture multiple start-up Sister Projects.After careful consideration [5], the SPTF has decided not to recommendWikispore as a Wikimedia Sister Project. Considering the current activitylevel, the current arrangement allows better flexibility andexperimentation while WMF provides core infrastructural support.We acknowledge the initiative's potential and seek community input on whatwould constitute a sufficient level of activity and engagement toreconsider its status in the future.As part of the process, we shared the decision with the Wikispore communityand invited one of its leaders, Pharos, to an SPTF meeting.Currently, we especially invite feedback on measurable criteria indicatingthe project's readiness, such as contributor numbers, content volume, andsustained community support. This would clarify the criteria sufficient foropening a new Sister Project, including possible future Wikisporere-application. However, the numbers will always be a guide because anynumber can be gamed.https://meta.wikimedia.org/wiki/Public_consultation_about_Wikispore== Wikinews ==We chose to review Wikinews among existing Sister Projects because it isthe one for which we have observed the highest level of concern in multipleways.Since the SPTF was convened in 2023, its members have asked for thecommunity's opinions during conferences and community calls about SisterProjects that did not fulfil their promise in the Wikimedia movement [7, 8,9]. Wikinews was the leading candidate for an evaluation because peoplefrom multiple language communities proposed it. Additionally, by mostmeasures, it is the least active Sister Project, with the greatest drop inactivity over the years.While the Language Committee routinely opens and closes language versionsof the Sister Projects in small languages, there has never been a validproposal to close Wikipedia in major languages or any project in English.This is not true for Wikinews, where there was a proposal to close EnglishWikinews, which gained some traction but did not result in any action [6;see also Section 5 from 9], as well as a draft proposal to close alllanguages of Wikinews (see on the relevant meta discussion page).Initial metrics compiled by WMF staff also support the community's concernsabout Wikinews (see on the relevant meta discussion page).Based on this report, SPTF recommends a community reevaluation of Wikinews.We conclude that its current structure and activity levels are the lowestamong the existing sister projects. SPTF also recommends pausing theopening of new language editions while the consultation runs.SPTF brings this analysis to a discussion and welcomes discussions ofalternative outcomes, including potential restructuring efforts orintegration with other Wikimedia initiatives.Options mentioned so far (which might be applied to just low-activitylanguages or all languages) include but are not limited to:*Restructure how Wikinews works and is linked to other current eventsefforts on the projects,*Merge content of Wikinews into the relevant language Wikipedias, possiblyin a new namespace,*Merge content into compartibly licensed external projects,*Archive Wikinews projects.Your insights and perspectives are invaluable in shaping the future ofthese projects. That feels evenmore true now. My instinct then was to ask us to make more time to talk toeach other and to try and pull closer together. This feels even more needednow.I noted that the return of in-person gatherings has been essential for asubset of our volunteers, providing spaces for reconnecting, recharging andworking through difficult issues together in the same room. Foundationleadership has also been working harder to share organizational news andhave individualized conversations on-wiki and in other digital forums. Ourgoal has been to put more effort and intentionality into communicating theright information, at the right time, and in the right way, even knowingthat we can never meet everyone's expectations.Most importantly, we had to keep talking to each other – formally andinformally – throughout the year. This was the basis of an open invitationto Talking: 2024<https://meta.wikimedia.org/wiki/Special:MyLanguage/Wikimedia_Foundation_Com…>,an effort designed to listen intently to what is on your minds now, toshare progress at the Foundation, and to also reflect on the needs formulti-year strategic plans. These conversations havestretched across all regions of the world. This was reinforced in most of the Talking:2024 conversations thatwe hosted over the last five months – from the need for the Foundation toremain focused on upgrading technical infrastructure to supportingvolunteer needs for tool maintenance and metrics. Our annual planningcontinues to center the Foundation’s product and technology priorities. Moredeliberate conversations are taking place at the Foundation about what amulti-generational view of Wikimedia projects requires of us all. For me,this remains perhaps the most critical topic for our strategic efforts aswe make tangible and practical a mission<https://meta.wikimedia.org/wiki/Special:MyLanguage/Mission> that calls forour work to continue in perpetuity.Recent discussions on this mailing list remind me that we can’t get toeverything fast enough, but we continue to move more in the rightdirection. While techfeatured prominently in most of these conversations, there remains no doubtthat Wikimedia is a human-led movement (“It’s all about people.”). This ledto exploring even more solutions that can address a familiar dilemma abouthow to balance the needs of existing editors with initiatives to welcomenewcomers (“It’s always the war between ‘we need to protect the existingcontent’ and ‘do we care about new users with a tolerance for errors.’”).While some shared wonderful stories of their own journeys (“I wanna saythat the Newcomer tools have been a really great project and very glad tosee that energy was expensed there”), there was vocal urgency about thesustainability of the projects for generations to come (“We are sendingaway people who could be helpful to the projects”). In this regard, severaldiscussions highlighted the value of the Universal Code of Conduct<https://foundation.wikimedia.org/wiki/Policy:Universal_Code_of_Conduct>as a “game changer” in signaling to all communities that they are activelyinvited and welcomed to safely contribute to the mission of free knowledge,while still acknowledging there is more to do (“It’s probably a good thing,but I don’t know if it will solve what I have faced.”). Unsurprisingly, there were varying perspectives (“Theediting community in many regions doesn’t see an immediate benefit inaffiliates, hubs, or other governance structures.” “The community stillfeels unheard by the Foundation.” “The good work that affiliates do incertain regions is commendable, especially where those affiliates aredeeply engaged with the community.”)And a deep recognition of the complex task at hand (“The community is sohuge and it’s hard to tie everyone together.” “How do we make change in themovement in a way that is understandable and doesn’t scare people.” “Therehas to be control and risk management with empowering the community,inviting everyone, and trying to grow while protecting what we havemeticulously built over the past 23 years.”).Considering the investment of time and resources going into the charter, weneed to make sure that this effort will provide us all with clearerstrategic direction on what is needed to serve the future needs of ourmovement, and meet the expectations of a rapidly changing world around us.The Wikimedia Foundation recently shared these questions<https://meta.wikimedia.org/wiki/Talk:Movement_Charter#Wikimedia_Foundation_…>with the Movement Charter Drafting Committee to identify areas of key focusand concern. Active in the Wikimedia movement since 2009. Hello everyone!January 15, 2026 will mark Wikipedia’s 25th birthday. It is anextraordinary milestone that communities plan to celebrate all year.To support these festivities, the Wikimedia Foundation's Communicationsdepartment is adding several resources to the Wikipedia 25 Meta-Wiki hub.[1]These resources include a visual system to mark this milestone. It isinspired by the humble jigsaw puzzle piece, which has starred in theWikipedia puzzle globe since 2003 and was the central motif of theWikipedia 10 celebrations in 2011. [2][3] It has been used in thousands ofWikimedia applications since. We’re really excited to bring it back for the25th birthday.The visual system resources are ready for your use and adaptation. ForWikipedia 20, we created around 30 icons and were delighted to seevolunteers make more than 100 more. This year, we are starting with 24symbols. Step-by-step guidelines and a web tool are coming in the next fewweeks to empower people to make their own icons. Let’s see how many more wecan make!We’re also announcing a grant program to allow communities to hostWikipedia 25 parties. [4] The first round of applications will be due onNovember 1 so that approved grants can begin in January 2026.I’ve had the great honor of supporting both Wikipedia 15 and Wikipedia 20.These milestones are always moments of profound joy, consideration, andappreciation from within our movement and around the world.
