Abstract

This chapter offers scientific advisers practical ways to avoid overlooking unintended effects of the policy options they formulate on the society as well as on other policies. It describes ways for advisers to conduct cross-policy analyses in order to avoid conflicting policy actions that will be regretted later, and it offers a tool for conducting these analyses, namely, the doughnut scheme.
