Notice

In Laos, everyone must apply in person at the Embassy for passports. All non-emergency passport applications require appointments and only passport services will be provided at these appointments.

Processing times vary depending on demand. If you are traveling within the next two weeks, please see the Emergency Passports section. 

Passport services are not available on weekends or on Laos or U.S. holidays.

Per anamendment to 22 CFR 50.52, 50.40, 51.29, and 71.1, all applicants for ACS services (passports, CRBAs, etc.) are authorized to bring a third-party individual to provide assistance during their appointment including but is not limited to: interpreters/translators, lawyers, guardians, or healthcare aid workers.  All individuals requesting that a third-party join to provide assistance, or those who have questions about bringing a third-party individual to an ACS appointment, please contactconslao@state.gov.

You should complete this form if you’re applying for the first time, or you don’t meet our requirements to renew your passport.

You should complete this form if you’re applying for your child who is under age 16.

You should complete this form if one parent or guardian cannot go with the child to apply in person for the child’s passport. The parent or guardian should submit this special form in addition to their child’s application (DS-11).

You should complete this form if you meet our requirements to renew your passport. Keep in mind that children under age 16 cannot renew their passports and must apply using Form DS-11.

Report and Replace Lost/Stolen Passport (DS-64 & DS-11)

You should complete this form if you lost your passport or it has been stolen. To replace a lost or stolen passport, you must apply in person and submit Form DS-11 in addition to Form DS-64.

You may be eligible to use this form if you need to change or correct your passport, or you need to replace a passport that was limited to less than 10 years validity (which is the normal validity period for an adult’s passport).

Photo Requirements

You must provide one photo on a white background with your passport application. Our photo policies apply to adults and children. We have a few exceptions to our photo policies for infants.

Emergency Passports


Emergency passports are only issued in real emergencies and evidence of the need for immediate, emergency travel should be submitted with applications. Emergency passports are normally only valid for one year and cannot be extended. You must appear at the consulate in person to apply.

The application process and fee is the same as if you were applying for a regular passport.

When you receive your emergency passport, you will also receive a letter that explains how to obtain a regular passport after returning from your urgent travel.

If you apply for your regular passport within 1 year of the issue date of the emergency passport, you will not have to pay the fee again.

Lost/Stolen Passport


If you have an urgent need for a replacement passport and can show proof of imminent travel, we may be able to issue you an “emergency passport” while you wait or within 24 hours. Please note that an emergency passport has a limited validity period of up to one year and may be replaced (free of charge) with a full validity passport with that time.

IMPORTANT NOTE: After obtaining the replacement passport, you must present it with the police report and a certificate of loss/stolen from Lao Immigration to the Lao Consular Department, Ministry of Foreign Affairs where an exit visa will be issued. Departure from Laos will most likely be denied without an exit visa.

Child Support

Under Section 51.70 (a) (8) of Title 22 of the Code of Federal Regulations, a passport, except for direct return to the United States, will not be issued in any case in which the applicant has been certified by the Secretary of Health and Human Services as notified by a state agency to be in arrears of child support in an amount exceeding $2,500.00.
