제임스 토빈(James Tobin,1918년 3월 5일 ~ 2002년 3월 11일)은미국의 경제학자로서 연방준비이사회에서 활동하였으며하버드대학교와예일대학교에서 강의했다.토빈세의 주창자이며 정부의 적극적인 개입을 옹호하는 경제학자였다. 투자와 통화 정책, 시장 정책에 많은 업적을 남겼다.
토빈이 제안한 토빈세는 각국의 시장에 해외자본이 투입되면서 단기 투기 자본으로 인해 각국 금융시장이 요동치게 되자 단기 투기를 제한하자는 목적으로 제안되었다.
