A man ofMexican descent, Manuel's family lived in theUnited States for over 200 years. He is wrongly accused byJoe andJosef of being an illegal immigrant. The two even go so far as to throwing away his legal citizenship papers for no good reason. As he was taken away, he stated that he would report them.
Manuel, angered at being wrongly arrested, recognizesTrevor Philips (who briefly helped Joe and Josef) inPaleto Bay, and orders him to find and kill the duo, which Trevor does, albeit reluctantly, as Manuel refuses to pay him.
Personality[]
Manuel is shown to be a proud man, not dropping his serious attitude even when being held at a gunpoint by Trevor, scolding him until he's motivated to kill the two, and telling him that he will not pay him anything for the deed before walking to histruck and driving away.
