now correctly sets the content-length header`resubmit` and `cancel` use these methods
if version is set to v1, then use a GET for cancel

This is a continuation of issue#12 from@stevejalim.
Once v1 is turned off, we'll need to remove the Job.delete API call, and the special-casing for Job.cancel.
