Update SOTD to mention main normative changes since last CR (#491)
* Update SOTD to mention main normative changes since last CRThe Status of This Document section was still talking about changes since theCandidate Recommendation published in 2016. This update adjusts the text tomention main normative changes since the 2017 version, and to point at the rightlist of changes.* Complete list of normative changes in SOTD per feedback
