Overview

We've been using the nameEXPERIMENTAL_useProjectService to explicitly indicate it's anexperimental option. But we're going to be promoting it to stable in v8. That means we'll need to figure out the proper name for it.

#8031 has some existing discussion. Filing this issue to track solidifying the name.
