Suggestion

We're talking about landingparserOptions.EXPERIMENTAL_useProjectService ->parserOptions.project(Service) as stable inv7 v8. So I think it should be ready for us to use in our own repo!

Note that in CI right now we both lint with it on and with it off. We'll want to keep doing that for the foreseeable future.
