Suggestion

I wrote an extension that reads.github/replies.yml:https://github.com/JoshuaKGoldberg/refined-saved-replies. I've been trying it out personally and it seems to work pretty well.

Suggestion: let's split the full text of suggested replies to issues out of#5263 and into.github/replies.yml? The maintainer's guide can then reference the suggested replies by name.
