This has been bugging me for a while 😄. Can we standardize how rules are named - at least in the future, and maybe even in a breaking change for existing rules?

Sometimes rules make sense only with a particular plurality, such as:

• 👪@typescript-eslint/adjacent-overload-signatures: refers to signatures being next to each other
• ...I can't find any that are 🥇 singular today and couldn't be 👪 plural

Other rule names could be either singular or plural:

• 🥇@typescript-eslint/no-unsafe-argument & otherno-unsafe-* rules: could rename to 👪no-unsafe-arguments, etc.
• 👪@typescript-eslint/no-var-requires: could rename to 🥇no-var-require

As an upcoming example, for#308 I'm betweenno-unsafe-enum-assignment andno-unsafe-enum-assignments. The 👪 plural version makes more sense to me, but theno-unsafe-* rules present today are all 🥇 singular.
