Set the minimal hatchling version that is needed to build fastapi to1.13.0. Older versions fail to build because they do not recognizethe trove classifiers used, e.g. 1.12.2 yields: ValueError: Unknown classifier in field `project.classifiers`: Framework :: Pydantic
